About us
The NYU Furman Center advances research and debate on housing, neighborhoods, and urban policy. Established in 1995, it is a joint center of the New York University School of Law and the Robert F. Wagner Graduate School of Public Service. Its mission is to: 1. Conduct objective academic and empirical research on legal and public policy issues involving land use, real estate, housing, and urban affairs in the United States; 2. Promote frank and productive discussions among elected and appointed officials, leaders of the real estate industry, leaders of non-profit housing and community development organizations, scholars, and students about critical issues in land use, real estate, and urban policy; 3. Present essential data and analysis about the state of New York City’s housing and neighborhoods to those involved in land use, real estate development, community economic development, housing, urban economics, and urban policy; and 4. Train the next generation of urban policy leaders—including researchers, analysts, and practitioners—by fostering an enriching environment where students meaningfully contribute to the Center’s work. The NYU Furman Center received the prestigious MacArthur Award for Creative and Effective Institutions in 2012. This distinguished award recognized the Center's excellence in providing objective, policy-relevant research and analyses to address the challenges facing New York City and other communities across the nation.

The NYU Furman Center's Housing Solutions Lab and Enterprise Community Partners are excited to announce the 2024 New York State Peer Network: Albany, Binghamton, Elmira, Ithaca, Kingston, Newburgh, Utica, and Wayne County. With the support of RWJF, the network will bring together leaders from eight small and midsize communities in New York State for an eight-month-long program to implement, refine, and strengthen tools to meet rental housing and homeownership needs in their communities. To launch the program, the Network will host an in-person convening on Sept. 20 in Albany, New York that will focus on relationship development, goal setting, and narrowing in on specific policy priorities for the Network. City of Binghamton Mayor Jared M. Kraham said: "I'm excited the City of Binghamton was chosen to be part of the 2024 New York State Peer Network led by the NYU Furman Center's Housing Solutions Lab and Enterprise Community Partners. In 2021, the Terner Center for Housing Innovation and the NYU Furman Center joined together as members of the Housing Crisis Research Collaborative to conduct updated and additional analysis of renters and rental payments. Both have documented troubling declines in household rent payments and increases in rent arrears among a set of primarily affordable housing portfolios in California and New York City, respectively. The main outcome the two centers focused on is change in the number of households that have missed a full month’s rent payment at least once—a form of nonpayment we can measure consistently across datasets and time, and a set of tenants that is likely accumulating significant rent debt. They looked in-depth at how renters with and without such subsidies fared after the onset of the pandemic. This combined analysis provides insights for policymakers and practitioners working to stabilize tenants hit hardest by the pandemic, and points to the role a housing safety net can play in buffering vulnerable households against economic downturns. Rent Payments in a Pandemic: Analysis of Affordable Housing in New York City At the onset of the pandemic, many low-income households had little to no savings to guard against such a disaster in 2018, 61 percent of adults reported that it would be difficult to cover a $400 unforeseen expense, let alone the income shock felt by many during the crisis. Low-income households were more likely to report uncertainty about their ability to pay rent than were other households early on in the pandemic. Landlords have also raised concerns that missed rent payments undermine their ability to maintain their buildings and cover their mortgages. While researchers have estimated the aggregated effects of the crisis on rental assistance need, little is known about actual rent payments and the accumulation of rental arrears at the household level, specifically for low-income renters residing in affordable housing. In partnership with the New York State Association for Affordable Housing (NYSAFAH) and its members, as well as with feedback and support from the Housing Crisis Research Collaborative, the NYU Furman Center compiled a novel data set of detailed information on rent charges and payments at the tenant level. Using these data, we examine how rent payments and rental arrears (accumulated rent owed) changed for tenants residing in this sample provided by affordable housing owners and managers.
