About us

Providing reliable drinking water to our customers on a daily basis is fundamental to what we do. Western works to secure your water supply for the future as well as today. It takes engineering, infrastructure, responsible management and strategic governance to ensure the roughly 35 billion gallons of water we provide to nearly 1 million people in western Riverside County is safe, reliable and the highest quality 365 days a year. Western Municipal Water District (Western) was formed in 1954, and today provides reliable water and wastewater services to retail customers and wholesale agencies from Corona to Temecula. As a member agency of Metropolitan Water District of Southern California, the state’s largest water supplier, Western receives most of its water from the Sacramento-San Joaquin Bay-Delta and from the Colorado River. Western supplies water on both a wholesale (eight agencies) and a retail basis (23,000 connections) to a region stretching 527-square miles in western Riverside County with an assessed valuation of $83 billion, and a population of nearly 1 million people. This regional area includes the cities of Corona, Norco and Riverside and the water agencies serving Box Springs, Eagle Valley, Lake Elsinore, Lee Lake and Temecula. We are governed by a five-person Board of Directors, elected to four-year terms by registered voters in the five election divisions. Western is securing your water supply for today and tomorrow.

  • California Association of Public Information Officials (CAPIO) featured our Assistant General Manager-Communications & Customer Experience, Sarah Macdonald, MPPA, for #WomensHistoryMonth to explore her journey in public service, the challenges and opportunities she’s faced, and how she’s helping to shape the future of water communications and leadership. Breaking barriers and leading with purpose—this #WomensHistoryMonth, we celebrate the trailblazers redefining leadership in traditionally male-dominated industries. In this interview, Pam Allen, CAPIO's VP of Communications, sits down with Sarah Macdonald, MPPA, Assistant General Manager of Western Municipal Water District, to explore her journey in public service, the challenges and opportunities she’s faced, and how she’s helping to shape the future of water communications and leadership. "I love a good challenge, and as a woman in leadership, I understand the importance of having a seat at the table and using it to drive progress." "Thriving in a traditionally male-dominated industry has been both a challenge and an opportunity, but above all, it has been an exercise in defining leadership on my own terms. We all know by now that the leadership landscape has shifted. For me, leadership today isn’t just about forcing respect or commanding authority; it’s about collaboration, adaptability, and the ability to bring out the best in people. With more access to information than ever before and a rapid pace of change, the command-and-control models of the past are giving way to more strategic, empathetic, and results-driven leadership, a shift made possible by the trailblazers before me who paved the way." • On Friday, Elsinore Valley Municipal Water District (EVMWD) launched their inaugural Fostering Water Leadership Program, giving local leaders a firsthand look at the infrastructure keeping our water flowing. 💧 Community leaders, along with Elsinore Valley Municipal Water District, Metropolitan Water District of Southern California, and Western Water staff, visited Diamond Valley Lake, Southern California’s largest reservoir, which showed the massive scale of our water supply system. While it’s full today, it only holds a year’s worth of water, emphasizing the need for continued investment in local water sources. 🌱 Western Water is proud to be a wholesale water supplier to EVMWD, working in partnership to ensure long-term water reliability for the region. This program is a great example of EVMWD’s commitment to fostering collaboration and educating local leaders on the complexities of water management. A huge thanks to our dedicated staff, our partners at EVMWD, and the Metropolitan Water District of Southern California. 💙

On Friday, we launched our inaugural Fostering Water Leadership Program, giving participants a firsthand look at the critical infrastructure that keeps our region’s water flowing. Our visit to Diamond Valley Lake (DVL), the largest reservoir in Southern California, was nothing short of surreal. We’ve all heard about massive pipeline diameters, but seeing them in person was an entirely different experience—it really puts into perspective the scale of infrastructure needed to sustain our water supply. DVL played a major role in getting us through the last drought, but even though the reservoir is full today, it still holds only about a year’s worth of water for our region. That’s why we must continue investing in new local water sources, and that’s exactly what our team has been working toward for years. Despite the off-and-on drizzle and chilly weather, our community leaders showed up, braved the cold and saw the value in this experience. A huge thank you to Greg Widman and Rupam Soni from the Metropolitan Water District of Southern California for hosting us and to Joshua Aguilar from Western Municipal Water District for supporting us on this journey. We also want to thank Director Harvey Ryan and our General Manager Gregory Thomas for kicking us off at headquarters with a brief welcome and setting the stage before our tour. And to our very own Director of Operations, Jase Warner, for highlighting EVMWD’s role in local water and giving an Infrastructure 101 overview. We’re thrilled to kick off this program and strengthen partnerships with our community and business leaders. This is just the beginning—stay tuned for more as we dive deeper into the world of water leadership! We will see everyone again on Friday when we host session II. #FWL2025 #WaterLeadership #InfrastructureMatters #DiamondValleyLake #EVMWD

  • 🌧️ The Victoria Recharge Basin in Riverside is a stormwater superhero! It captures runoff and lets it seep into the groundwater aquifer below. 💦 This process boosts water quality and helps recharge up to 2,500-acre feet of water each year—that’s over 1,200 Olympic-size pools! 🏊♂️💙 Projects like this ensure Western is #SecuringYourWaterSupply for the future. 🚰👏 #NationalGroundwaterAwarenessWeek #GWAW

  • On February 20, Western Municipal Water District joined our partners San Bernardino Valley Municipal Water District, City of Riverside Public Utilities, and San Bernardino Valley Water Conservation District to celebrate the completion of the Santa Ana River Enhanced Recharge Phase 1-B with a ribbon-cutting and dedication ceremony. This milestone project delivers significant benefits to our region: ✅ More than doubles groundwater recharge capacity, replenishing up to 80,000 acre-feet per year ✅ Completed 18 months ahead of schedule and under budget, maximizing efficiency ✅ Adds 20 new recharge basins while enhancing flood control and inter-basin water movement ✅ Strengthens water reliability for nearly 2 million people This project demonstrates what’s possible when we work together to creatively manage water resources. Investments like these are exactly what California needs—using recharge basins to capture stormwater during wet years, ensuring reliable water supplies when dry conditions return. 📖 Learn more about the project in the full press release here: https://lnkd.in/g4Z3hVym. - University of California, Riverside Elsinore Valley Municipal Water District Riverside Highland Water Company
