Homelessness occurs in the context of long-term, severe deprivation rather than large and sudden losses of income. Low permanent incomes leave people vulnerable to housing loss when met with even modest disruptions to life circumstances, even if they are connected to the labor market and safety net. Measure A, on the Nov. 5 ballot, seeks to build on this progress by replacing Measure H with a half-cent sales tax increase, generating about $1 billion annually to fund housing, services, and affordable housing development. If this measure doesn't pass, recent estimates suggest that homelessness rates could surge by over 25%, and around 30,000 Angelenos could lose access to their current housing. In many ways, the gaps in the U.S. Housing First models resemble those of government subsidized housing programs like Section 8, which tend to produce long wait lists and too many binary outcomes. If we’re really serious about eliminating homelessness, or even getting to a place where such a goal seems attainable, our current strategies will have to adapt and evolve in order to address the entire spectrum of the homelessness condition.
