After much anticipation, the government's recent guidance on second staircases in residential buildings has been unveiled, bringing clarity to developers and stakeholders in the industry. The shift from a 30-metre to an 18-metre height threshold requirement for second staircases is a significant development, providing a clear framework for future projects. However, debates are likely to persist as the industry grapples with the nuances and implications of the new policy. Key highlights include: ✅ Transition Period: A 30-month transition period will allow flexibility for projects to adhere to either the previous or new guidance, with all new applications mandated to include a second staircase by October 2026. ✅ Policy Scope: The guidance focuses solely on the provision of a second staircase, without stipulating requirements for a second firefighting shaft or evacuation lifts. ✅ Design Flexibility: Design solutions for compliance will be left to the interpretation of designers and developers, with no specific solutions provided in the Approved Document B guidance. ✅ Height Measurement: Discrepancies in height measurement criteria may pose challenges, particularly for buildings near the 18-metre threshold or on sloping sites. While the new policy sets the minimum requirement, developers may opt to exceed standards by including additional provisions such as evacuation lifts and firefighting shafts. Challenges may arise if Fire and Rescue Services request greater provision than outlined in the guidance, or if fire engineers develop strategies beyond minimum requirements. Despite potential complexities, the formal publication of the guidance signals a green light for high-rise residential developers to proceed confidently with projects, contributing to the increase in housing supply in the coming years. 🔍 Building Safety Remediation Update 🔍 As of the end of October 2024, there are now 4,834 residential buildings (11m+) identified with unsafe cladding - an increase of 13 since September 2024. 🏢 At the start of 2023, the Government department were tracking the progress of high-rise buildings with ACM cladding and those in the Building Safety Fund. 𝗜𝗻𝘀𝗶𝗴𝗵𝘁 > Commercial Buildings were the dominant building type over the 12 months to Dec 2023 with over 𝟮,𝟳𝟱𝟬 𝘁𝗼𝘁𝗮𝗹 𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗰𝗼𝗻𝘀𝗲𝗻𝘁𝘀. The vast majority of these were alteration/addition consents (86%) and typically represent fit-outs. Farm buildings were the next most consented building type, but have a significantly different profile, typically low-cost new builds. A: Part 9.2.1 External walls of Class 1 buildings sets out that external walls must comply with the provisions of Part 9.2.3 (Fire-resisting construction) if the wall is less than: (a) 900 mm from an allotment boundary, other than the boundary adjoining a road or other public space, or (b) 1.8 m from another building on the same allotment other than a Class 10 building associated with the Class 1 building or a detached part of the same Class 1 building.
