Great British Energy is a step in the right direction – but how can it succeed? While a positive statement of intent, the plans for Great British Energy are lacking detail, writes Policy Fellow Ian Parke. A positive statement of intent, but lacking in detailIt should be applauded that the government has made a positive statement of intent so early in its administration. Great British Energy is a welcome and massive step in the right direction. We need to recognise this and support it. But to say that the founding statement for Great British Energy is short on detail is rather an understatement. It reads like a wish list but contains very little information on how the company will achieve its aims. In its current form, the Great British Energy Bill restricts its objectives to facilitating, encouraging, and participating in support of clean energy. But the ‘how’ is missing. The UK Government has bold ambitions to make Britain a clean energy superpower. However, severe bottlenecks in the connections queue and out-of-date planning regulations must be addressed – we are already seeing projects being cancelled, investment shifting overseas, and economic growth stalling. To deliver a clean energy grid fit for the 21st century, the Government must: Implement selective interest rate cuts; ◾ Allow direct investment into the grid; ◾ Break grid monopolies and introduce competition for energy networks; and ◾ Consider new approaches to how renewable energy is priced. The UK government has recently announced a series of plans and strategies to enhance energy security and move towards achieving net zero emissions. These plans aim to ensure a more secure and sustainable energy future for the country. One key initiative is the establishment of the Department for Energy Security and Net Zero, which is tasked with improving the UK's energy security, creating greater energy independence consistent with net zero, and driving economic growth. This department is responsible for implementing various strategies and plans to achieve these goals. The government has also published the 'Powering Up Britain' plan, which sets out a comprehensive approach to energy security and net zero. This plan includes measures to boost domestic energy production, reduce reliance on imported fossil fuels, and accelerate the transition to clean energy sources. The 'British Energy Security Strategy' is another important document that outlines the government's approach to ensuring a reliable and sustainable energy supply. This strategy focuses on increasing the use of renewable energy, reducing dependence on fossil fuels, and improving energy efficiency. The government has also announced plans to invest in new technologies and infrastructure to support the transition to net zero. This includes funding for carbon capture and storage (CCS) projects, hydrogen production, and the development of a robust electric vehicle charging network. In addition, the government has committed to reducing greenhouse gas emissions and achieving net zero emissions by 2050. Today the Department for Energy Security and Net Zero has published more detail on its plans for Great British Energy. Including a new partnership with The Crown Estate to boost offshore wind. Good Energy's CEO Nigel Pocklington had this to say: "By harnessing our resources to reduce our dependency on imported fossil fuels, the new Government’s early initiatives are the right ones to bring down bills and support our environment. "Large or innovative projects like those to be supported by Great British Energy are an important part of the story. So is small scale solar power, which can also make millions of us the owners of our power generation. "The government has announced plans for a ‘rooftop revolution’ — solar power will be as important a source of energy security as offshore wind, and we are eager to know more” https://lnkd.in/epuphk4N

#offshorewind | GB Energy -- Somebody help me understand. I'm struggling to see what problem GB Energy is solving. Clearly there is greater investor hesitancy in offshore wind than 2-3 years ago (when everyone was piling in). But surely still ample capital chasing projects. Is GB Energy going to be some kind of anchor investor on newer tech to de-risk private investments? Is there really a shortage of private capital in all the listed newer technologies? Port investment makes sense (I'm no expert in their investment structures), where government could take a longer-term view on demand for floating wind than the lumpier volume short-term. The collab with the Crown Estate just looks like a more complicated version of the Dutch model. My worry here is trying to fix something -- U.K. offshore wind -- that isn't broken. Yes, it could be build quicker (like everything energy transition) but is GB Energy the solution?! It doesn't look like it is about to pull grid connections and faster planning out of a hat. And it will probably have to accept lower than market returns to be competitive in any auction/tender with an experienced incumbent. https://lnkd.in/dXTFXAQN

Another week of postitivity from our new Government in relation to #energyinfrastructure. First came the announcement of the new Onshore Wind Task force which is to be chaired by Ed Milliband and Matthieu Hue. The Task Force will also include represenatives of industry and regulatory bodies and will, amongst other things, be tasked with unlocking the barriers to to deployment of onshore wind and capturing its benefits for the UK economy. The removal of the 'de-facto' ban on new planning permissions for onshore wind is a critical first step. Stimulating interest and investment from a sector which has been dormant in England for the best part of a decade must be next. Investment requires certainty and confidence and to that end ensuring local authorities are equipped with the skills and resource to determine applications effficently is fundamental. Achieving significant additional deployment will also also require a reframing of the role of local communities - to one where they are genuinely recognised as the hosts of nationally significant energy infrastructure (irrespective of consenting regime) and rewarded as such. In my view the concept of Community Benefit Funds is outdated and a more holistic view of how onshore wind projects can deliver genuine #socialvalue for the long term is needed. https://lnkd.in/esZvHfw6 Following on, at the start of this, week was further detail regarding the establishment of #GreatBritishEnergy with the Government committing over £8bn of investment over the lifetime of the parliament into renewable energy projects. https://lnkd.in/e86cC6se The founding statement confirms that investment will be focussed on less mature tecnologies (such as floating offshore wind and carbon capture) and would see collaboration with the private sector, local authorities and local communities. The strategy also envisages a partnership with the Crown Estate to deliver an additional 20-30GW of offshore wind and could also include GB Energy promoting planning applications and securing relevant consents thereby derisking sites and allowing developers to focus on construction. Through partnering with and providing funding and support to Local and Combined Authorities and Community Energy Groups, the Government intends to support small and medium‑scale renewable energy projects, using established technologies to develop up to 8G W of cheaper, cleaner power. This will include shared ownership projects in partnership with private developers.
