A diplomatic conference is history in the making. And our Member States began writing another chapter in the history of our organisation when they convened this week for the final leg of negotiations on a proposed treaty on genetic resources and traditional knowledge associated with genetic resources. I am no stranger to international negotiations. Ten years ago, I was in Bali for the World Trade Organization Ministerial Conference. It was the culmination of years of difficult and – at times – fractured negotiations. Meetings throughout the night that, thanks to flexibility on all sides, brought us to a successful outcome. Listening to opening statements on the first day of our Dip Con, I heard a similar determination: a commitment to be inclusive and transparent, bringing all voices to the table, including those from indigenous peoples and local communities; a willingness to look for common solutions; and a desire to seize the moment after 25 years of work. The road to this diplomatic conference has been long and winding, but we are here today, which already bodes well for multilateralism and the ability of the IP system to evolve. I echo DG Daren Tang’s message at the opening ceremony: that we need to “marry passion with pragmatism, and channel the same spirit of flexibility, accommodation and consensus that has brought us now to the cusp of a truly landmark agreement.” I wish all the delegates the best of luck in the coming two weeks as they work to bridge their remaining differences. Copenhagen or “Buy a Harbour”? The Danish capital Copenhagen’s name, København, can be divided into the three Danish words “Køb En Havn”. Directly translated these three words mean “Buy A Harbour”. And while the harbour might not be for sale, the three words hint at the city’s historical legacy as an important hub for local, regional, and latest international trade. A legacy that is carried on by the Danish Ministry of Foreign Affairs and Trade Councils around the globe, where we are working to promote Danish innovation, know-how, and business opportunities in the international market. Because in a world where regional collaboration, natural disasters, and political climates influence the global agenda, traditional and economic diplomacy have never been more important. In 1979, Manila (Philippines) hosted the fifth session of the United Nations Conference on Trade and Development (UNCTAD V). The final report noted that the conference would provide “an important and timely occasion” for the “evaluation of the world trade and economic situation and consideration of issues, policies and appropriate measures to facilitate structural changes in the international economy”. The outcome document requested that the “inter-relationship of problems in the areas of trade, development, money and finance” be taken into account, with a view to “attaining the establishment of a new international economic order and bearing in mind the further evolution that may be needed in the rules and principles governing international economic relations and the necessary contribution of the Conference [UNCTAD] to a new international development strategy.” https://lnkd.in/ejfk-kjf Want to learn more? Professor Kostas Ifantis on behalf of the Institute of International Relations and Deputy Director Cyril Poulopoulos on behalf of the Great Britain-China Centre signed an MoU for cooperation on the sidelines of the #ASF2024 (20/11/2024). Writing about diplomacy and how to do it
10moCongratulations to you and all involved on traveling so far down that long and winding road, through hard work and tough negotiations. I felt a similar sense of history in the making at the negotiations for COP21 in Paris, and perhaps now at a more modest level at the UN. Good luck for the conference, on such a complex and potentially influential treaty area.
