The Australian Government invites feedback on the exposure draft of the remake of the Offshore Petroleum and Greenhouse Gas Storage (Safety) Regulations 2009. These regulations expire on 1 April 2026, and updates are being made to ensure the regime remains effective and aligned with best regulatory practices. The objectives include: • implementing outcomes from a review of the safety regime for offshore oil and gas workers in Commonwealth waters • aligning the regulations with the Offshore Petroleum and Greenhouse Gas Storage Act 2006 • modernising the provisions and language to reflect current standards. Sometime last week, a spill from the Obolo-Ogale pipeline, operated by one of Shell’s subsidiaries was detected by the local communities in Rivers State. The leak from the pipeline occurred following a maintenance work carried out on the facility sometime in December. These communities which are part of Shell's right of way have reported the incidence to the National Oil Spill Detection & Response Agency (NOSDRA). Leakages and spills of hydrocarbons may occur while carrying out upstream or midstream operations. Such leaks or spills may result from breaks in ageing or poorly maintained infrastructure, accidents, vandalism and other incidents. Due to the hazardous impact of such leakages and spills on the physical and social environments, an Operator needs to grasp the regulatory obligations associated with these incidents and proactively address the environmental impact of their operations.
