It was a privilege to speak and provide recommendations at the U.N. 3rd Session of the Permanent Forum on people of African descent in Geneva, Switzerland. Parnassus West submitted these recommendations to support the Forum: 1. Strategic UN inter-agency support is crucial for forum success, driving multidimensional policy activation for economic and social restitution. 2. Establish annual pass/fail targets to swiftly gauge decade-long goal effectiveness, grounded in evidence for accountability and strategic adjustments. 3. Back targeted investment instruments in supply chain innovation for commodities/raw materials focus. 4. Utilize proven restorative justice models from Evanston, Illinois, and California globally to ground policies and programs in reality. All global policy initiatives, particularly on race, equity, and restorative justice, should be rooted in a local, and/or regional contexts for short- and long-term solutions. NIPD - Today is National Indigenous Peoples Day, a time to celebrate the presence and resilience of our people. Over the past decade there has been significant movement towards reconciliation. Collaboration has been identified as one vehicle to get us moving towards greater alignment of laws, values and priorities. It has been said that collaboration is our new mission statement. By design, the Crown has a significant challenge sharing power with Nations. An observation of mine is that it is easier to collaborate on process matters than it is to collaborate on strategic matters. Some may measure success by the amount of meetings held (process) versus measuring success by measuring the number of policies and laws that have changed as a result of working together (substance). In the spirit of “what gets measured gets done”, what metrics would you use to measure whether a provincial government and a collective group of FN’s are indeed making collaborative progress consistent with the promises contained within the UN Declaration on the Rights of Indigenous Peoples? A very good report that highlights the alarming trend of authorities engaging in selfish actions by failing to respect rights and adapt them to a changing world. This failure hampers the development of countries and the achievement of the Sustainable Development Goals (SDGs). The report underscores the cancer of corruption and its destructive impact on morale and society. It points to stagnation in reducing violence, an increase in civilian casualties in conflicts, and persistently high levels of corruption and bribery. Analysis of the Report: The 2nd Global Progress Report on SDG 16 highlights several critical issues: 1. Violence and Homicides: The global homicide rate decreased by only 5% from 2015 to 2022, far from the target of a 50% reduction by 2030. Without significant changes, the rate is projected to fall only modestly by 2030 . 2. Civilian Deaths in Conflicts: There was a dramatic 72% increase in civilian deaths in armed conflicts from 2022 to 2023, with women and children being disproportionately affected . 3. Organized Crime and Illicit Financial Flows: Organized crime, particularly in the Americas, remains a significant obstacle to peace, accounting for a substantial portion of global homicides. Illicit financial flows, including those related to drug trafficking, continue to undermine development efforts . 4. Corruption and Bribery: While there has been a moderate decline in bribery prevalence globally, the rates remain unacceptably high, particularly in low-income countries. Corruption acts like a cancer, destroying social morale and undermining trust in institutions. Strengthening anti-corruption frameworks and accountability mechanisms is crucial . 5. Inclusion and Representation: Despite some progress, significant gaps remain in achieving inclusive and representative institutions. Women and young people are underrepresented in political and public service roles, especially in leadership positions . 6. Access to Information and Justice: Ensuring public access to information and protecting human rights defenders, journalists, and trade unionists are vital. The report notes a decrease in killings of these groups but an increase in enforced disappearances and attacks in conflict zones . The report underscores the need for immediate, informed action by governments and international bodies to address these challenges. Attending the 'Shaping Feminist Foreign Policy Conference' #SFFP (1-2 Nov'23) was very inspirational and intense. Some of my key takeaways to work on: 1. Best practices show that women are indispensable key actors at all levels of decision-making and in working together to achieve sustainable solutions for peace, security and development. 2. It's important to have policies in place, but it's critical to synchronize them and enable an environment for implementation and accountability. 3. Courage is needed to work on sustainable (= non-patriarchal) systemic changes, which are crucial to keep women and girls, the LHBTQI+ community and marginalized groups protected during crisis and conflict situations.
