ESTCP is thrilled to have sponsored Department of Navy’s capacity to execute over $20 million in contracts for innovative projects that will increase mission resilience and mitigate impacts of climate change. These projects, funded by the Navy and Marine Corps, include a range of nature-based solution prototype projects with focused investments in areas such as shoreline and infrastructure resilience, embankment stabilization, Light Detection and Ranging (LiDAR) monitoring, and the creation of a climate adaptation planning framework for Navy Region Southwest: https://bit.ly/3NcMcjN As part of the Innovation Landscapes Network, ESTCP is partnering with the Department of Navy – which manages nearly 3 million acres of arid and semi-arid landscapes – to accelerate the transfer of science and technology solutions that address severe flooding events and improve watershed resilience. With an expedited acquisition process, we're meeting today's installation manager needs on responsive timelines. Led by DoD and USGS, the Innovation Landscapes Network facilitates partnerships between researchers, installation managers, and federal agency landowners to develop and transfer adaptive tools across ecological landscapes in the Eastern U.S., Southwestern U.S., and Alaska. GREY BELT has landed!!! Got to be pleased with the final definition, it opens up alot of opportunities to boost housing land supply - "limited contribution" to "not strongly contribute" is a significant new addition announced today: "For the purposes of plan-making and decision-making, ‘grey belt’ is defined as land in the Green Belt comprising previously developed land and/or any other land that, in either case, does not strongly contribute to any of purposes (a), (b), or (d) in paragraph 143. ‘Grey belt’ excludes land where the application of the policies relating to the areas or assets in footnote 7 (other than Green Belt) would provide a strong reason for refusing or restricting development". #marrons #nppf #greybelt #greenbelt https://lnkd.in/d8d4i7QW

APLN member Rajeswari (Raji) Pillai Rajagopalan pointed out that given the current difficulties in framing new rules for #space governance, states must revitalise existing measures, such as The Hague Code of Conduct (HCoC), and incorporate them into global space policy debates. https://lnkd.in/ggC4H9bx

During the last Administration, we didn't have any infrastructure for the National Space Council. We literally had to make up everything as we went along. We created the Space Policy Directives as a way to direct space policy across the federal government. They weren't executive orders, but they had the force of the Presidency and the endorsement of every member of the National Space Council. That is the beauty of the Council, it provides a mechanism for all the principals to get in a room and agree, this is our policy and these are the steps we are going to take to make it happen. It is a public declaration of intent to act and the plan to get it done. All things being equal, making policy is not the hard part, the hard part is implementation. The National Space Council is the structure we leverage to ensure policy is implemented.
Now feels like as good a time as any to again urge that we keep the National Space Council. As Administrations change, our commitment to a unified national space policy should not. The National Space Council is key to our national and economic security. The incoming Administration has some enormous challenges in space policy ahead of it and the National Space Council as a force for a Whole-of-Government approach is an imperative. The stakes are too high.

Despite its limitations, the Outer Space Treaty of 1967, established over half a century ago, remains the foundation of international space law and is the most important of the UN’s five major space treaties. The lack of a renewed treaty capturing all the technological advancements achieved over the last decades has created a vacuum in the space domain that has been filled by increasing anarchy and narrow unilateral geopolitical goals. https://lnkd.in/eHwVR4mu #OuterSpace #SpaceSecurity

'Seabed Mapping' is sub-set of hydrography discipline.
🇬🇧 It’s great to see more collaboration in pursuit of seabed mapping. The Geospatial Commission recently joined the UK Centre for Seabed Mapping which has over 30 members, including the likes of the Royal Navy, Welsh Government, The Scottish Government, and The Crown Estate. Together, this growing community will greatly enhance the quality, coverage and accessibility of seabed mapping data. Read more 👉 https://lnkd.in/eXMCmaCP #Collaboration #OceanMapping #HydroSpatial

Focusing the main challenges in submarine construction The 8th Submarine Conference (SubCon) took place in Kiel from September 17 to 19, 2024. This year, the International Submarine Conference focused on global threat scenarios under the motto “Setting the Pace in Underwater Dominance”. PLATH S&I contributed to the discussion with a presentation on “Reliable Intelligence Systems in a Complex World”, looking to the future. One of the main challenges in submarine construction is the often very long time of up to 10 years between the start of design and delivery of the boat. As the technical possibilities develop rapidly, the overall system becomes increasingly complex. The long duration of such projects raises the question of whether technology should be delivered according to the original configuration or state-of-the-art. With this article, PLATH encourages discussion of these topics in this context: Obsolescence management, change and configuration management and the fact that technical progress does not stop after the start of a project. Biggest misconception: You have to be a subcontractor first. As a small business you can be a prime right out of the gate. Our team helps position small businesses to partner with the government as a Prime. There are several different strategies to do so. If you can answer the question: Does your solution solve a challenge that the government is experiencing? Then you can prime on a contract. ***Please note: Yes, there are some instances like if you're not on a GSA schedule or if you want to work with agencies like NASA where it may be a better strategy to sub first. What other misconceptions have you heard about government contracts? #procurement #govcon #federalcontracting ##smallbusinesstips
