Yesterday, the Council of the EU failed to agree on a general approach on New Genomic Techniques (#NGTs), despite the last attempt of the Belgian Presidency of the Council of the European Union 2024. Reacting to this deadlock, CEJA Vice-President Rūdolfs Pulkstenis said: “targeted mutagenesis and cisgenesis can be part of the set of tools to reach more sustainability in agriculture. This is about creating new varieties for new challenges”. He added: “CEJA is aware of the difficulties surrounding patentability, a subject on which young farmers had also expressed reservations. However, this must not be used as a pretext for such a blockage, which deprives us of an essential innovation for the sector”. A new legislative framework at EU level is necessary and cannot be put off indefinitely. The upcoming arrival of New Genomic Techniques (NGTs), if an agreement is reached within the European Union, could lead to more patents. However, farmers would have access to better seeds, more suited to their needs and climate change. But, several countries - Austria, Croatia, Slovakia, and especially Poland - demand that plants cultivated through NGTs be entirely exempt from patents. 🔬 🇪🇺 A few months ago, the European Commission began drafting a new regulation for plants obtained through new genomic techniques (NGTs). This initiative aims to establish a legal framework to leverage scientific advances in biotechnology, ensure food safety, and promote agricultural sustainability. With the establishment of the new European Parliament and the upcoming formation of a new European Commission, we enter a new phase where we hope this regulation will be presented and approved. Last February, I had the honour of explaining to a large audience the necessity of this new regulation. However, this would not have been possible without the valuable support of my colleagues, Gerard Sala Mayench and Pau Taberner Pibernat, with whom I argued the importance of: 1. Adopting a new European regulation for NGTs: This would allow for clear and uniform regulation across the European Union. Facilitating research and development of new plant varieties with genetic improvements that can contribute to sustainability and resistance to diseases and pests, benefiting farmers, consumers, the environment, and the economy. 2. Promoting local research : Encouraging the Generalitat de Catalunya to boost research and development of NGTs in both the public and private sectors to make these technologies accessible to small and medium-sized enterprises, fostering innovation and competitiveness. Additionally, developing an investment plan in research and development for NGTs to ensure Catalonia can lead in this field. 3. Education and dissemination: Urging institutions to promote the dissemination of information about NGTs to farmers and consumers to increase their knowledge and trust. I am hopeful that this new Commission will advance this proposal with the same determination and vision for the future.
