RInnoValleys is a #HorizonEurope Project which Community Enterprise Association Ireland is fortunate to be part of. Over the last 8 months, since our partners first began to meet, we have built relationships, visited cities and regions where the commitment to innovation growth is at the core of what the ecosystem builders do, learnt much about the #EuropeanInnovationCouncil and the #NewEuropeanInnovationAgenda ... and very importantly we have made great friends in business across five different EU regions including Belgium, Hungary, Greece, Spain and Malta 🌍. On foot of our own experiences we were delighted to hear of the Department of Enterprise, Trade and Employment's announcement with Peter Burke, Minister for Enterprise, Trade and Employment welcoming the designation of all three of Ireland’s NUTS 2 regions as #RegionalInnovationValleys under the European Commission #NewEuropeanInnovationAgenda. Regional Innovation Valleys aim to strengthen regional innovation ecosystems, bridge the innovation gap in Europe and improve Europe's overall innovation performance. For Ireland, this means that each of the three NUTS 2 regions are now formally recognised as having real potential as hubs of innovation and economic growth within a network of 151 similarly designated regions across Europe. As a member of the RInnoValleys Project which is focused on bridging gaps between Innovation Led Regions [Belgium], Strong Innovator Regions [Ireland] and less well performing regions across Europe [Malta, Hungary, Spain, Greece] Community Enterprise Association Ireland is focused on identifying collaboration opportunities for our community and supporting the innovation ecosystem at national and regional level though the #enterprisecentre and #innovationhub network which has been funded by Enterprise Ireland and Department of Enterprise, Trade and Employment since the 1990s. Our partner, Community Enterprise Association Ireland, has shared some fantastic updates about their involvement in the #HorizonEurope Project, #RInnoValleys. Over the past 8 months, they've built strong relationships, visited innovation-driven cities and regions, and learned a great deal about the #EuropeanInnovationCouncil and the #NewEuropeanInnovationAgenda. They have also forged great friendships across Belgium, Hungary, Greece, Spain, and Malta 🌍. We're excited to hear about the Department of Enterprise, Trade and Employment's announcement, with Minister Peter Burke welcoming the designation of all three of Ireland’s NUTS 2 regions as #RegionalInnovationValleys under the European Commission's #NewEuropeanInnovationAgenda. Some of the most important decisions in the new EU political cycle will have to do with #technology development, both in terms of growing #tech firms and addressing #risks which come with technology. Due to its past industrial strength, Europe has comparatively more to say in mid-technology areas. This is a problem because high value economic activity and #economicsecurity come with technological excellence. In a recent European Policy Centre paper, written in partnership with the EIB Institute (see: https://lnkd.in/ejv2ZkGm), I have argued that a two-tier focus is needed: on technologies where Europe would aim to develop leadership capability, and those where minimum capacity is required for resilience. This means that less is more, and strategic choices will be needed regarding resource allocation. One way of looking at it is through the eyes of Japanese-style “strategic indispensability”, where focus is placed on areas of unique technological advantage. As for the #funding question, leapfrogging is needed, rather than incremental steps. This means larger funding rounds, longer timelines, ideally in the range of 15-20 years. There is a wealth of capital to be activated, sitting in family offices, pension funds or with institutional investors, but public sector needs to be more active in derisking and agree to partner-like investment agreements. For this, an instrument with a private manager structure, along the lines of the NATO Innovation Fund (NIF), would usefully complement existing facilities, including the European Investment Bank (EIB) venture funding. Since the best #innovation policy is one where governments become initial customers of emerging technologies, a dedicated European #procurement framework should be established with pilot purchases at the EU level, and advanced market commitments, guaranteeing take-up of innovation in a similar way to how vaccines were purchased during the pandemic. Finally, improvements in the ecosystem for innovation and steps towards greater availability of #talent are as important as funding. Today in Riga castle is happening NATIONAL COMPETITIVENESS FORUM where prominent persons are talking and discussing on different Europe's and Latvia's competitiveness issues. My takeaways from this event will be words said by Lars Frølund, Deep Tech Investment expert and executive in Europen Innovation Council: 1. Last 30 years we have lost ability to apreciate knowledge that we don't know yet. Funding goes to well known things. We are behind world leaders in generating new knowledge. 2. Everything in EU is paid by tax payers money. We need to build cross sectoral venture capital fund. Not loosing opportunities of new solutions for economic security. 3. Get together as one Europe. We are building walls across countries, but we can win if we go together.

1️⃣/ 2️⃣ 💡 The promotion of #innovation as a key driver for Europe's #competitiveness Many interesting exchanges took place during yesterday's innovation event! Some key quotes below 🔽 Pieter Timmermans, CEO of VBO FEB started with the welcoming remarks: 🧠 Our brains are one of the only raw materials we have in Europe. We need to effectively promote innovative projects to make the best use of this raw material. Employers' Group President Stefano Mallia added to the welcoming remarks: ⏫ Europe can only be a frontrunner if the business case for innovating and investing in Europe are at the core of EU regulation. Simplification of bureaucracy, easier access to funding and fast approval processes are key. Ambassadeur Bernard Quintin, Directeur-Général a.i. of the DG Europe of the Belgian Ministry for Foreign Affairs held the official opening, in which he explained the efforts of the Belgian Presidency of the Council of the European Union 2024 : 📈 An ambitious #CompetitivenessAgenda is needed to tackle challenges such as #climatechange, but also as the world is changing and we have to keep up. We continued with the thematic session on "How to stimulate R&I activities?
