The U.S. will fall short of the Biden administration’s 2030 offshore wind goal but is likely to catch up in the following years, according to an analysis by the industry group American Clean Power Association (ACP). Soaring material costs, high interest rates, and supply chain hiccups have led several offshore wind companies in the past year to seek to renegotiate contracts or in some cases, cancel planned projects, casting doubt on the industry’s ability to meet the goal. With so much focus on the Energy Transition in Asia, it's easy to overlook the quiet but growing improvements in the US energy composition. Earlier this year the first utility-scale offshore wind farm, South Fork, came online generating 132 MW of energy offshore of New York. More commercial-scale wind farms in are in the plans, off all major coastlines (Atlantic, Pacific, and Gulf Coasts). Being a native Michigander, personally I do hope to see similar brought to our state, with the 4th longest coastline in the US, there are areas of the Lake Michigan coast which may be suited to wind power. Malcolm - Does this mean that the energy suppliers have captured the costs required to fully integrate their energy into the Grid, which heretofore they have not, by only providing unschedulable generation? Being able to deliver dispatchable/firm generation, mostly carbon free, would be an advantage for reducing carbon while: - leveling the playing field with other technologies - capturing all their true operating costs - identifying their accurate marginal costs - maintaining Grid reliability & resiliency This seems like a reasonable approach, fully anchored in core engineering and economic principles. Not requiring Variable Energy Resources (VERs) to be accountable for their true operating costs means those costs are being subsidized by the system. This creates two issues at minimum: 1. These costs are not being aligned with their revenue (with corresponding major accounting impacts), and 2. The benefits associated with their ongoing subsidies, as measured by both carbon reduction and cost reduction bases, are unknown. It appears rate payers are not receiving any benefit - or at minimum, it would be very difficult to identify. This is born out by increasing electric rates in Texas and California.
As per any transaction, the devil is in the detail and how is the 81% contract price increase not getting any coverage in the press. "The weighted average all-in development cost of the awarded offshore wind projects over the life of the contracts is $150.15 per MWh which is on-par with the latest market prices". "Empire Wind and Sunrise Wind had previously signed deals for $83.3 per MWh, but cancelling their contracts in favour of rebidding for higher" #energy #electricity #energytransition #energypolicy #infrastructure #resiliency
