The United States Senate voted today confirming the three Federal Energy Regulatory Commission nominees – Lindsay See, David Rosner, and Judy Chang. EPSA welcomes this decision, with EPSA President and CEO Todd Snitchler stating “We are pleased to see [FERC] restored to a full roster ... It will be essential that FERC works to address wholesale power market barriers to reliability and competitive investment, and support the proven ability of competition to deliver reliable, cost-effective, and innovative grid solutions. Federal Energy Regulatory Commission Order 1920 aims to address long-term transmission system planning across the US in a bid to improve grid resilience and reliability. Earlier this month, the Federal Energy Regulatory Commission (FERC) passed what might be considered the most significant regulatory milestone concerning interstate power lines in nearly three decades. According to James Hewett — Senior Manager of the US Policy and Advocacy team at Breakthrough Energy — order 1920 requires #transmission providers to: -Engage in proactive, forward-looking regional planning on a five-year basis. -Evaluate a minimum set of transmission benefits during cost allocation processes, including economic and reliability benefits; and to -Consider the use of advanced transmission technologies. Concerns are rising about the future reliability of America's electric grid! House Energy and Commerce Committee Chair Cathy McMorris Rodgers and Energy, Climate, and Grid Security Subcommittee Chair Jeff Duncan have sent a letter to the Federal Energy Regulatory Commission (FERC), raising red flags about the increasing retirements of power plants. With fossil-based generation resources providing 60% of the nation's electricity, regulatory, policy, and environmental pressures are threatening the grid's stability. Changes in costs, planning parameters, and the role of intermittent resources need to be evaluated to ensure resource adequacy and essential reliability services. The letter from McMorris Rodgers and Duncan requests a response from FERC by January 16, 2024. It's a call for action and an opportunity for FERC to address these concerns and provide clarity on their plans for safeguarding the reliability of our electric grid. The Federal Energy Regulatory Commission has approved rules in ISO New England Inc. that will create new revenue streams for fast response resources like #batterystorage. In approving the "day ahead ancillary services initiative" (or DASI), FERC has approved mechanisms to both provide targeted revenue for resource characteristics and performance coupled with obligations that allow for greater confidence that those particular fast-response resources will perform when needed. The rules impact day ahead participation in a market that procures commitments for fast start and fast ramping resources. Those paying attention or giving this some thought will wonder: aren't those part of the system today? Answer: yes, but it's a legacy process of putting the gap-filling on system operators to identify resources needed to bridge given hours and then committing those. This process provides a path for participation, and thus transparency, and targeted additional compensation for needed characteristics. In a signal of how much agreement there is around this, the provisions passed the stakeholder process unanimously. These rules provide not only grid operators with more certainty around performance (a long standing issue even in a must-offer world), but also provides revenue that fast resource - e.g., battery storage developers - can assess in determining the whole market revenue package potential for resources.
