In the annals of climate and health diplomacy, the story of the Libreville Declaration of 2008 stands as a pivotal chapter. As discussions around the social determinants of health gained momentum, climate change emerged as a critical element. The declaration, conceived on the 29th of August 2008 in Libreville, Gabon, during a gathering of African ministers responsible for health and environment, aimed to institutionalize climate change considerations in health policies. However, its aspirations faced formidable challenges. The declaration's broad focus lacked the specificity needed for addressing climate change comprehensively. The absence of crucial actors, such as the CSOs, research institutions, the donor community, and an unclear roadmap beyond the declaration's signing contributed to its inability to fulfill its intended purpose. Amidst this backdrop, a renewed effort took shape in 2023, echoing the lessons from the past. The Malawi Declaration, born from the African Regional Conference on Climate Change and Health, rectified the shortcomings of its predecessor. This time, inclusivity was the guiding principle. Government representatives, civil society organizations, donors, research institutions, and the African Group of Negotiators united in a common purpose. The Malawi Declaration set a clear strategy, building capacity and engaging at the sub-national level, providing a roadmap where the Libreville Declaration faltered. Key thematic areas, including #Adaptation, #Mitigation, #Loss and Damage, and #Finance, received meticulous attention. The declaration became a beacon of hope, emphasizing resilience and a united front against climate-related health challenges. The stage is set for #COP28 negotiations, with the Malawi Declaration amplifying Africa's collective voice on the global climate stage. Women leaders of local organizations in #SolomonIslands, #Fiji and #Samoa outline the barriers community and faith-based organizations face accessing #ClimateFinance.    Dr Kristina Fidali, Ofusina Toamua, and Sereima Lomaloma co-authored research: 'Can civil society organizations and faith- based organizations in Fiji, Samoa and Solomon Islands access climate finance?' Locally led research can support knowledge and awareness for international negotiations and better understanding local challenges. During #COP28, women emphasised the need for finance that communities can access to support localised climate solutions for #RiskInformed #ClimateResilient communities.    Five key barriers to accessing #ClimateFinance: 1. Information platforms used are not accessible by vulnerable communities. 2. Strong concerns and frustrations over complex donor processes and requirements that disadvantage CSO/FBOs. 3. Low capacity on grant writing and management for CBOs/FBOs. 4. Donors do not recognize role of CBOs/FBOs in development. 5. Weak relationship with National Government and donors. Two organizations involved in this research, the Coalition of Youth for Environmental Sustainability in Solomon Islands and House of Sarah, Fiji are recipients of the UNDP Governance for Resilient Development in the Pacific, Small Grants Initiative supported by Australian Department of Foreign Affairs and Trade, New Zealand Ministry of Foreign Affairs & Trade, Sida, KOICA and Foreign, Commonwealth and Development Office. Pacific Island Region will continues to face barriers in achieving gender inclusion. Unless extensive progress in addressing discriminatory beliefs, attitudes,and practices that perpetuate gender-based discrimination. We need progressive policies,to even begin addressing bridging implementation, financing, and accountability gaps. The current system of governance must continue to accelerate progress towards achieving SDG 5. Advocating Gender inclusion in existing policies and also identify Our Strengths Weaknesses and opportunities to improve across four critical areas: education, healthcare, economic empowerment, and political participation of women and girls. We need great progress in reducing poverty and enhancing living standards. Many basic benefits are unequal and continue to perpetuate differences in progress within genders in our society. To ensure the benefits of development are shared by all it is critically important to ensure that the gender equality gap is addressed and closed. Who do we sign MoUs with and why? Since the #MSC2023 we have signed formal Memoranda of Understanding with the following organisations: - Center for Civilians in Conflict: This partnership has been long in the making, but seems particularly relevant today. - COP28 UAE: We have entered into a strategic partnership with the COP-Presidency in order to mainstream the discussion on climate security, fragility, and the geopolitics of the energy transition. - PIK - Potsdam Institute for Climate Impact Research: There simply is no one better to inform our discussions with the latest cutting-edge research than PIK. - UNHCR, the UN Refugee Agency: In today’s disorderly world, UN agencies play an outsized role in stemming and managing the tide of chaos. Adding to our partnerships with the World Health Organization, the World Food Programme and the UN Environment Programme, we are proud to count UNHCR as part of the group. In addition, we are in the process of finalizing institutional partnership agreements with (amongst others) the following institutions: - Kiel Institute for the World Economy: Together with Moritz Schularick and his team we want to look into the geoeconomics of it all. - CEPI (Coalition for Epidemic Preparedness Innovations): While COVID currently appears less of a concern to many, we want to make sure that the right follow-up discussions are taking place. - Women Political Leaders (WPL): Together with Silvana Koch-Mehrin we want to build on our own initiatives (such as our Women Parliamentarian Program run by Lisa Marie Ullrich) to bring even more women and their unique perspectives into our debates. We are also in talks with a number of universities (such as Sciences Po, IE Business School, SIPA at Columbia University, as well as my own Alma Maters Johns Hopkins School of Advanced International Studies (SAIS) and the Centre for Geopolitics at the University of Cambridge to sign academic partnership agreements benefitting not only our respective organisations but also the 🧑🎓👨🏾🎓communities. All of these partnerships will help us make the Munich Security Conference (even) more informed, plugged-in, and, ultimately, useful as a platform. Around 99% of the world breathes ambient air that fails to meet the World Health Organization (WHO)’s health-based guidelines. This reality has significant negative economic, health, and development impacts. Increased funding from development finance institutions (DFIs), private funders, and philanthropies is needed to reverse underinvestment in clean air—an asset that can unlock these benefits. Glynda Bathan-Baterina, Deputy Executive Director at Clean Air Asia, and Amit Mehra, Managing Director at Accenture, laid out five actions to accelerate clean air financing through DFIs. Gregga Baxter, General Manager at Gulf International Bank; Bruno Carrasco, Director General of the Climate Change and Sustainable Development Department at the Asian Development Bank (ADB); and Tolullah Oni, Professor of Public Health and Sustainable Development at the University of Cambridge, also contributed to the article, with research support from Dr. Phyllis Kalele, PhD.
