Keep s7AA. Well articulated and clear submission Barnardos, working with 26,000 tamariki knowing s7AA works and how important it is for each tamaiti. You ask the pertinent question - why is the Minister focussing on removal of s7AA, when the focus should be on practise? Collective efforts by carer organisations, iwi, hapū, whānau, government is what’s needed. It’s unfathomable as to why all of these key players that know the world of tamariki in state care, and the situation of their whānau were not asked or advice heeded. Ignorant to the impact of removing s7AA, all seems a lot of waste and less about the needs of tamariki and what makes a positive difference, and in favour of lessening government accountability. The Staying Put initiative is crucial, so why aren't more children in care benefiting from it? I attended the program's launch in London a decade ago, but it has yet to fulfil it's potential. To understand why, we need insights from those on the frontlines of care. Having supported many young people in Staying Put arrangements within our fostering family, I've identified several challenges: 1. Financial Impact: Many foster carers, including myself at the time, rely on fostering income, with 64% being full-time carers. Despite assurances from the former Children's Minister, Edward Timpson, that no carer would be financially disadvantaged by Staying Put, this has not been the case. 2. Premature Independence: Personal Advisers (PAs) often push young people out of care by offering them independence and their own place. While enticing, this option often leads to negative outcomes, with young people abandoned by leaving care teams once they've left foster care. 3. Contract Pressures: Once a young person turns 18, they are treated as 'lodgers,' with fewer restrictions, suddenly they are able to come and go as they please which creates a safeguarding challenge that wouldn't occur in other family settings. 4. Financial Strain: Foster carers are expected to accept housing benefits as payment, and young people may need to contribute to rent, which can further strain the placement. Did you know Foster with North East represents all 12 local authorities across the North East of England? We joined forces in 2023 to recruit much-needed prospective carers after seeing the number of approved fostering households in the region decline by 33% in a year alone. With the need for carers for babies, children and teenagers increasing we work together to encourage more people to find out about fostering, to support during the application process, dispel the many myths around who is able to foster, and to offer reassuring guidance on all things fostering! A #WelcomeWednesday triple play? We're going to do it! And our theme today is Maslow's Hierarchy of Needs. We're including the diagram so you can see what we mean. First, let's welcome PATH, Peterborough Action for Tiny Homes. The Tiny Homes movement wants to see our unhoused population removed from tents and given their own living space out of the elements and away from a number of the hazards of "sleeping rough". Once a person has an independent roof of their own, it's the first step in turning their life around. It's the reason that shelter and safety are at the bottom of the pyramid. Next, we have the Kiwanis Club of Scott's Plains. They provide housing, funded by the government, for low and precariously waged individuals. Again, this kind of housing keeps families out of shelters. The Kiwanis Club helps fundraise and maintain the property. Again, when a person has shelter, they can concentrate on other needs and improvements. It's also easier to apply for work when one has an address. Our last group is Community Living Trent Highlands. For many developmentally disabled people, they have the shelter and safety, but lack a sense of love and belonging. Some were segregated in school, and as adults still need interaction with other people, especially those who aren't similarly disabled. Community Living helps them do this by arranging employment and bringing in friendly visitors or leisure pals. Going from segregation to full inclusion in society is all it needs for a person with disabilities to bloom. Now, full disclosure. The average person is hovering just under esteem. We always have some aspect of the three base goals going off the tracks, sometimes by a bit, and sometimes so far off the tracks that we end up a mile from the goal. But what volunteering can do, especially with agencies like these, is help someone else get on their track. This can help the volunteer tick more boxes in the Esteem level.
