Out of the USD7.16 billion in deals sanctioned by the Petroleum Authority of Uganda (PAU) since February 2022, Ugandan companies have walked away with 25% of the deals, equivalent to USD1.8 billion. Most of the deals are in the upstream sector. The regulator is however optimistic that the volume and value of contracts will surge, once construction of the East African Crude Oil Pipeline (EACOP) begins. To maximise the benefits of ongoing oil and gas activities, the PAU is updating its National Suppliers Database (NSD) and has urged Ugandan entities and individuals interested in supplying goods and services to the sector to register. In a significant development, British oil explorer Tullow Oil has completed a payment of $3,690,000 to the Kenyan government, marking a crucial step in its complete takeover of the Turkana oil project. This payment, reflecting a substantial increase from previous years, underscores Tullow's commitment to the project amidst growing expenses, driven primarily by withholding tax and training expenditures. With joint partners Africa Oil Corp. and TotalEnergies having exited the venture last year, Tullow now shoulders the full responsibility for project expenses in the South Lokichar Basin, highlighting its confidence in the project's potential despite past challenges. Tullow's efforts towards project advancement are evident in its submission of a revised field development plan (FDP) and ongoing engagement with the Kenyan government for necessary approvals. However, delays in securing a strategic investor and finalizing project commercialization plans pose challenges to meeting production timelines. Nevertheless, Tullow's vision for the project's future remains strong, with commercial production forecasted to commence in 2026, peaking at 120,000 barrels of crude oil per day by 2027. The exit of joint partners Africa Oil and Total has consolidated Tullow's ownership of the Turkana project, positioning the company to drive forward with its development plans independently. As Tullow continues to navigate regulatory processes and seek strategic partnerships, its dedication to realizing the full potential of the Turkana oil project remains unwavering. Under a Service Level Agreement with Kenya Ports Authority (KPA), KPC aims to optimize operations, reduce demurrage charges, and ensure a steady regional supply. With a storage capacity of 100 million litres, KPC plans to leverage KOT2 to maintain stable pricing and supply chains for refined oil products. The oil industry in Ivory Coast is poised to become increasingly dynamic over the next 20 years, driven by new discoveries, technological advancements, and strategic investments. As one of West Africa’s emerging oil producers, Ivory Coast has made significant strides in recent years, with major oil and gas discoveries offshore, particularly in the deep-water basins. These discoveries are expected to boost production, potentially positioning the country as a key regional player in the energy market.Several factors will contribute to the dynamic nature of the industry. First, continued exploration and development activities by international oil companies, such as TotalEnergies, Eni and Elephant Oil Corp , are likely to result in increased production levels. The government’s supportive policies, including attractive fiscal terms and much needed efforts to modernize the regulatory framework, are also expected to attract more foreign investment.Moreover, advancements in technology will play a crucial role in optimizing exploration and production activities. Enhanced oil recovery techniques and digital technologies, such as data analytics and automation, will improve operational efficiency and reduce costs, making Ivory Coast’s oil industry more competitive. However, the industry will face challenges, including fluctuating global oil prices, regulatory uncertainties, and the need for significant infrastructure upgrades. To maintain momentum, the country will need to invest in local capacity building and ensure that benefits from the oil sector translate into broader economic development.

Earlier today we held the mid year briefing on the ongoing developments in Uganda’s Oil and Gas Sector .This is the second briefing during the year 2024 and it is a testament to our unwavering commitment to transparency and accountability , inline with principles of the Extractive Industries Transparency Initiative ( EITI) . Notably US$ 2 billion representing 41% of the total contracts awarded have been allocated to Ugandan companies underscoring a strong commitment local content and ensuring that significant benefits from these projects are retained within the country. Uganda’s leap in economic growth is partly based on the development of its Oil and Gas resources , which once commercialized will significantly impact all Ugandans .
