Our Deepfakes & Democracy Initiative of EthicalTech@GW is examining the recent Tech Accord aimed at preventing deceptive AI content from interfering with elections, as well as Microsoft's efforts to tackle election deepfakes.

The recent elections in Indonesia, held on February 14th, have brought to light the incredible opportunities that Artificial Intelligence (AI) holds for transforming political campaigns. The way digital strategies were deployed, especially for Prabowo Subianto, showcases a fascinating application of generative AI, creating a more approachable image of the candidate. This included the creation of a "gemoy" (meaning cute and cuddly) avatar on social media, which particularly resonated with young voters. Additionally, there was a significant incident where a deepfake video showed the former dictator Suharto (who died in 2008) endorsing Prabowo Subianto's political party, Golkar. This incident highlights the powerful role AI can play in shaping political narratives and influencing election outcomes. Against this backdrop, a major announcement today has caught everyone's attention: leading technology companies have signed an agreement to fight AI-generated misinformation in elections. As detailed by ABC News, this initiative marks a critical step towards tackling the spread of false information and maintaining the integrity of democratic processes. It represents a collective effort to confront the challenges presented by the misuse of AI in spreading misinformation and swaying public opinion. The commitment to this accord brings crucial questions about our ability to manage the use of AI and prevent its misuse in undermining democratic values. As we move forward into this new chapter, it prompts us to consider whether these efforts will be enough to harness AI's potential to make our democracies more inclusive and strengthen them globally. Executives from Adobe, Amazon, Google, IBM, Meta, Microsoft, OpenAI and TikTok signed a pact Friday to voluntarily adopt “reasonable precautions” to prevent artificial intelligence tools from being used to disrupt democratic elections around the world. The companies aren’t committing to ban or remove deepfakes. Instead, the accord outlines methods they will use to try to detect and label deceptive AI content when it is created or distributed on their platforms. The companies will share best practices with each other and provide “swift and proportionate responses” when that content starts to spread. However, AI-generated election interference have already begun this year when AI robocalls that mimicked U.S. President Joe Biden’s voice tried to discourage people from voting in New Hampshire’s primary election last month.
