On Friday at the Munich Security Conference, #tiktok joined other leading technology companies in pledging to help prevent deceptive AI content from interfering with this year’s global elections. AI holds tremendous promise for the future. At the same time, its misuse can pose serious risks, including to democratic processes. In a year when more than 70 major elections will be held, it’s crucial for our industry to work together to safeguard communities against misleading and deceptive AI. The “Tech Accord to Combat Deceptive Use of AI in 2024 Elections” is a ground-breaking set of commitments to counter harmful AI-generated content meant to deceive voters. Specifically, the signatory companies pledged to work collaboratively on tools to detect and address online distribution of such AI content, drive campaigns to educate the public, and provide transparency. A coalition comprising 20 prominent tech firms, including Microsoft, Adobe, Meta, TikTok, and others, unveiled a "Tech Accord to Combat Deceptive Use of AI in 2024 Elections" during the Munich Security Conference. This accord underscores their collective dedication to collaboratively thwart the manipulation of AI-generated content in global elections throughout the year. As part of their commitment, they have agreed to eight specific undertakings. This includes: (1) developing and implementing technology to mitigate risks related to deceptive AI election content, (2) assessing models to understand associated risks, (3) actively detecting and (4) addressing such content on their platforms, (5) fostering cross-industry resilience, (6) providing transparency to the public, (7) engaging with global civil society organizations and academics, and (8) supporting efforts to enhance public awareness, media literacy, and overall societal resilience. The promises sound promising, but will they actually be implemented? To be seen.

The accord outlines methods they will use to try to detect and label deceptive elections-related AI content when it is created or distributed on their platforms. Interesting note: they will then share best practices with each other - I'll believe it when I see it.

A very significant step today as 20 technology companies have come together with A Tech Accord to Combat the Deceptive use of AI in 2024 Elections. This year more countries and people will vote for their elected leaders than in any year in human history. At the same time, the development of AI is racing ever faster ahead, offering extraordinary benefits but also enabling bad actors to deceive voters by creating realistic “deepfakes” of candidates and other individuals. Today, the tech sector came together at the Munich Security Conference to take a vital step forward. 20 companies - including Microsoft, LinkedIn, OpenAI, Adobe, Meta, Google, X, Amazon, Antropic, Stability AI and Tik Tok announced a new Tech Accord to Combat Deceptive Use of AI in 2024 Elections. Its goal – to combat video, audio, and images that fake or alter the appearance, voice, or actions of political candidates, election officials, and other key stakeholders. In summary the accord commitments are: ✋Prevention Researching, investing in, and/or deploying reasonable precautions to limit risks of deliberately deceptive AI Election Content being generated. ℹ️Provenance Attaching provenance signals to identify the origin of content where appropriate and technically feasible. 🕵️♀️Detection Attempting to detect Deceptive AI Election Content or authenticated content, including with methods such as reading provenance signals across platforms. 🥽Responsive Protection Providing swift and proportionate responses to incidents involving the creation and dissemination of Deceptive AI Election Content. 🤔Evaluation Undertaking collective efforts to evaluate and learn from the experiences and outcomes of dealing with Deceptive AI Election Content. 📖Public Awareness Engaging in shared efforts to educate the public about media literacy best practices, in particular regarding Deceptive AI Content, and ways citizens can protect themselves from being manipulated or deceived by this content. Resilience Supporting efforts to develop and make available defensive tools and resources, such as AI literacy and other public programs, AI-based solutions (including open-source tools where appropriate), or contextual features, to help protect public debate, defend the integrity of the democratic process, and build whole-of-society resilience against the use of Deceptive AI Election Content Find more information and the full Accord here:

That is a piece of information which will make any voter think about the elections and also about the future of the nation. tailor made videos for individual voters that means personalized experience for voters in LLM- Large Language Models, trained on leader's speeches. After a good number of discussions and events mentioning that it is deepfake, AI generated voices and videos are ethical or not. Or the real question is are those really practiced in a way they should be. Whatever the conclusion comes, it takes Rs 25,000 to create a deep fake video (confirmed by a political consultant). Math behind it. Single deep fake video:  Rs 25,000 Assembly Constituency voters: 250,000 - 300,000 Min. spend: Rs 200,000 (may vary till Rs 700,000) Calculation for Andhra Pradesh: 50,000,000 So to have half of the population of Andhra Pradesh the cost will be: Rs 2,00,00,000 Many Gen AI and government committees are working closely to make apt use of technology to reach out to voters and also making sure that these tools are not misused or misunderstood by any individual. However the tool can be a real game changer in political activities across the nation and also at the same time can be misunderstood easily. 🌍 The Intersection of AI and Elections 🌍 2024 represents a crucial juncture for global democracy, with nearly half of the world's population preparing to participate in elections. However, as we approach this "super year," concerns have emerged regarding the integrity of these elections, largely driven by the rise of artificial intelligence. A recent article from MIT explores how predictions have painted a bleak picture, with some suggesting we are heading towards a “tech-enabled Armageddon” where AI could fundamentally disrupt electoral processes. As we reflect on the elections that have already taken place this year, we must ask ourselves: How accurate have these assessments been? Some Preliminary Findings: Limited Impact of AI: Recent reports, including Meta’s Adversarial Threat Report and studies from the Alan Turing Institute, indicate that while AI has been used in certain instances, its influence on election outcomes has been minimal.    Complexity of Voter Behavior: Voter decisions are influenced by a multitude of factors beyond mere information—such as values, identities, and social influences—suggesting that AI alone cannot sway the electorate. Information Overload: In an age of information saturation, AI-generated content often struggles to cut through the noise, leading to voter disengagement rather than manipulation. While an in-depth study requires a careful examination of the facts, and with the U.S. election on the horizon, this analysis allows us to gain initial insights into the potential risks of AI amplifying misinformation. A positive move by Microsoft and other major tech companies to work together on developing tools to detect and prevent misleading AI content from influencing public opinion during election campaigns.
