The influence of foreign companies producing election-related technologies has an impact on the sovereignty of electoral management bodies. “In some cases, a country may find itself locked into a particular technology solution and only able to continue using its digital systems by maintaining a commercial relationship with the particular vendor that provided them. The worst manifestation might arguably be that a country, or more specifically, the election management body, cannot access its own election data at all for various reasons, such as the vendor no longer being in business or because the individual or team who developed the software is no longer available.” – Alt. Advisory Africa is struggling to deploy the most basic biometric equipment for election. With the advancement of AI, how and in what ways can AI be leveraged in an environment struggling with technological infrastructure? Last week we hosted a virtual networking event on countering disinformation. It was amazing to see over 30 experts from more than 18 countries come together and share their expertise, insights, and strategies on strengthening democracy and countering disinformation. One highlight was the opening panel featuring Malavika from Digital Asia Hub, Alejandro from ADC - Asociación por los Derechos Civiles and Juliet from Collaboration on International ICT Policy for East and Southern Africa (CIPESA) moderated by Joachim and Charlotte. Stay tuned for their reports in early 2024! This was followed by four interactive sessions, three things stood out: 👉 Enhancing collaborative approaches: Civil society, academia, policymakers, platform operators, and fact-checkers must strengthen their collaboration to efficiently counter disinformation. 👉 Leveraging AI and technology: The utilization of AI and technological tools presents opportunities but also growing difficulties in recognizing and mitigating disinformation. 👉 Tailored strategies during elections: Disinformation profoundly impacts electoral processes. Hence, it is imperative to allocate additional resources to safeguard elections. A big thank you to everyone who participated - we appreciate your insight. We look forward to further building this global network with all of you next year.

Facts not fakes – tackling disinformation ℹ For a democracy to function, a well-informed public is fundamental. In the context of rapid technological change and diminished trust in conventional media, the spread of disinformation has seen a drastic increase in recent years. In a year when more than 4 billion people around the world are eligible to vote in an election, the dual threat of foreign election interference and generative AI poses a fundamental risk to the credibility of democracy. To tackle this, the OECD presents three main strategies for governments: 📰 Promote a plurality of information sources by ensuring free and accountable media. 🎒 Foster societal resistance to disinformation, primarily through the education system. ⛓ Increase the public sectors capacity to handle misinformation campaigns such as foreign election interventions.
