Keynote speech by Deputy Director General DG MOVE Herald Ruijters opens the second day of the Florence Summer School on Transport Regulation. Is Europe sufficiently resilient for geopolitics and climate? The recent crisis (COVID, Ukraine, climate events) have shown loopholes in EU transport regulation. What is the way forward? Fine tuning of regulation is necessary, new instruments might be explored (resiliency funds, PSO-type obligations, etc), but at the end of the day investment in infrastructure will be necessary (redundancies, adaptations)... Who should pay for a more resilient transport system?
