At the EU side event on carbon removal, national and international CDR voices had a very similar message - any country that has set a net zero target must deploy carbon removal, and it must be scaled prudently with a robust framework so that we can learn by doing. 💪 🌱
At COP, our Chief Science Officer and co-founder Eli Mitchell-Larson moderated a panel examining the current state of CDR deployment and how to move forward in NDCs. This international panel made some crucial points about how to develop CDR:
Oliver Geden (Vice-chair IPCC WGIII) – If you already have set a net zero target, you’ve implicitly already said yes to carbon dioxide removal because otherwise it would not be a net zero target but a zero emissions target.”
Kurt Vandenberghe (Director-General - DG ClimateAction) - We need to be prudently rapid about how to [scale CDR] with the highest possible integrity, because we will need these technologies and business operations in the future, but we cannot afford to go very quickly at the risk that it backfires later on. MRV is the cornerstone [to that].
Annie Hills (Senior Adviser to the US Special Envoy for Climate) – “what we have to do is to make some smart bets and start actually scaling things up and putting money on the ground and seeing what can happen.”
Gideon Henderson (Chief Scientific Adviser and Director General for Science and Analysis at DEFRA) – We need to learn by doing. The fact that we've got companies deploying at scale is an opportunity to learn from those deployments and get data so we can think about how we can mobilise some of that data make sure it's open and shared and brought into our regulatory and accounting systems.
Helen Bray (Vice-president of Policy for Puro.earth) - What our suppliers are looking for is clarity from governments in terms of the target setting. Then, there needs to be investable policy framework so they can make that business case for investment and that might be very different depending on the type of durable carbon dioxide removal that you're doing.

In the carbon offset market, this test answers the question: Are the GHG reductions a direct result of the project being sold? If, all else being equal, the project reduces GHG levels, then the project passes this test.
