On 10 April 2024, the European Parliament approved the updated version of the Construction Products Regulation (CPR) https://lnkd.in/dUVuAviA, which aims to promote sustainability in the construction sector within the EU through the adoption of circular business models. Relevant aspects include the requirement to report on the environmental performance of construction products throughout their life cycle, linked to embedded #carbonemissions, and the new requirements for Green Public Procurement (GPP), which introduce minimum environmental sustainability standards for public procurement from 2026, favouring the demand for #construction products with a low #carbonfootprint. The extension of information management by means of digital passports to construction products is also interesting. The next steps in the EU Council are now awaited. SEPTEMBER RMA ANNOUNCEMENT Two new laws will replace the current Resource Management Act (RMA). The goal is to have these laws approved by Cabinet by the end of 2024 and passed before the next election. The purpose of these new RMA laws: 1. To focus on urban development and infrastructure which aligns with the Going for Housing Growth programme and the new 30-year National Infrastructure Plan. 2. For environmental protection and managing the on-flow environmental effects from how our natural resources are used. A recent report by the New Zealand Infrastructure Commission revealed consenting delays pose a threat to New Zealand’s 2050 emission reduction targets by 11-15%. The new laws are intended to reduce costs associated between property owners and councils and neighbour disputes. Last week, the European Parliament adopted a number of important #EUGreenDeal proposals relevant to #construction, #buildings and products: ➡ The trialogue agreement on the new Construction Products Regulation (see statement by Eric Winnepenninckx of FIEC/Buildwise below). ➡ Its position on the proposal for a #Soil Monitoring Law. Stefanos Pierides, Chairman of FIEC EU 's Environment Commission, welcomes the position: "It is a balanced position adopted by the European Parliament, in particular with regard to the so-called 'land take mitigation principles'". ➡ The proposal to postpone by two years the adoption of new and sector-specific #sustainability reporting standards under the #Corporate #Sustainability Reporting Directive. We welcome this decision and hope that #EU legislators will continue to remove the unnecessary administrative burden to unlock the full potential of construction companies. ➡ The Urban Waste Water Treatment Directive. ➡ CO2 performance targets for heavy duty #vehicles. Ahead of the general election this year, The Chartered Institute of Building (CIOB) has joined 10 other built environment organisations in a call to political party leaders to make manifesto commitments for embodied carbon regulations in the UK. Experts have issued a policy position paper seeking a commitment to mandate the measurement and reporting of whole-life carbon emissions for all projects with a gross internal area of more than 1,000 sq m, or that create more than 10 dwellings, by 2026. Amanda Williams MIEMA CEnv, CIOB's head of environmental sustainability said: "We now join forces as an expert group to pull these proposals together, uniting with one voice for change and asking government to ensure the UK keeps pace with those who are currently leading this agenda.” #EmbodiedCarbon #CarbonReduction #Construction #CIOB
