Interesting observations by the always-insightful Geoff Mulgan on how to establish significant and durable institutions of state. This is interesting at a time when we have so many major reforms underway nationally - some of a scale that does beg the question of whether we need something arm’s length that can provide the dedicated resource, play the enduring coordination role and operate beyond the rhythms of political cycles. Such an institution was proposing in the Universities Accord review, and similar ideas emerged in last year’s select parliamentary committee inquiry into employment services. Mulgan also refers to the Australian examples of Jobs and Skills Australia and the NDIA. The trick is designing these institutions so they are enduringly effective, while also avoiding a default to setting up new entities for every new thing.
Ahead of the general election, attention is beginning to turn to what new institutions might be created by a new government, with Labour promising a Great British Energy, a National Care Service, Skills England, an Office for Value for Money and more. I've written a paper which looks at the history of institutional design in the UK; why some institutions survive, and others don’t; lessons to be learned from other sectors and other countries; some new design principles; and the many potential priorities for creating new institutions in the UK over the next decade. It has been written ahead of a session I am co-hosting with Nick Pearce (from IPR at Bath University) at the British Academy on 14 May 2024 and links to a global programme of work being done by the Institutional Architecture Lab (tial.org) with various national governments, the Rockefeller Foundation and the UNDP. This morning, Hubert Loftus, Assistant Secretary General, updated delegates with the Department of Education's current projects and plans for the future: “We’re all just about providing the best possible education system and support for the children in our schools, the staff that teach in our schools and the communities that they serve. That’s the value of this conference – getting ideas from each other to help do that in the best way possible… We’re currently investing over 6 billion in our schools throughout the country between 2021 and 2025… Since 2020 over 950 school building projects have been completed... We currently have over 350 school building projects in construction and that includes 37 new school buildings and that involves an investment of 1.5 billion. It’s very much a team effort making that happen... Back in April we announced close to 90 projects progressing to tender on construction over the course of 2024 and early 2025 and those 90 projects involve an overall investment of around 800 million. We’ve got so much more to do but we’ve made good inroads in modernising our capacity... The complexity of Australian schooling reform means that policy design and delivery processes can sometimes appear as a “black box”, understood by few, except those in the heart of processes. In this new open-access paper, David de Carvalho and I use the theory of “hybrid governance” to examine NAPLAN's design and delivery, shedding light on how and why its governance architecture operates the way it does, and the benefits and risks of it. This article will be especially useful for system leaders seeking to navigate the complexity of Australia’s national policy architecture and how the promise of collaboration across jurisdictions and sectors translates into practical action. Reflecting on a week of conversations relating to the Education estate, including from the AUDE_news conference. There is an overwhelming appetite for estate and asset optimisation. Many Directors of estates are talking about sourcing accurate condition data, to help inform the estate strategy. This is linked to opportunities to repurpose and rationalise estates. It strikes me that this is a consistent need across all phases of the education estate. Together, let's gather the required estate data, develop the estate strategy (considering condition, decarbonisation and master planning) to optimise the estate for resilience.
