( LETTER BEING IGNORED) (PART II) April 16, 2024 Quinton Lucas, Mayor City Council, All Districts Cc: Brian Platt, City Manager Cc:Jaime Guillen, CREO Director City of Kansas City, Missouri City Hall, 29th (Mayor) Kansas City, Missouri 64106 Honorable Mayor and City Councilpersons, These illegal and unethical practices have also dissuaded business retention, growth and success for not only disadvantaged businesses but also majority owned businesses. As from the day the Fairness in Construction Board was established, passive participation in race, color, national origin and sex-based discrimination by our local government have re-emerged and has had a ripple effect within the construction community resulting in abusive procurement, oppressive fiscal policies and procedures. These divisive tactics are a direct result of the de factosilencing of the Fairness in Construction Board. The Board has been deprived of decades-long basic monitoring and reporting as required by City Code, Section 3-463(11). Specifically, the lack of transparency by the Civil Rights and Equal Opportunity Department Director and the Mayor’s office has adversely affected the Fairness in Construction Board’s ability to perform our duties effectively and enjoy a positive, inclusive atmosphere. Specific Concerns: 1. The Department lacks the basic operational ability to answer telephones and respond to messages, return calls or follow up when information is requested. Although the board has requested organizational information, including a Department organizational chart with contact numbers, roles and responsibilities information, none has been provided. 2. The Disparity Study remains a concern. To date we have received misleading or false information concerning the status of the study. We now have been informed that the solicitation was opened back up recently without any explanation. As you are aware, the MBE/WBE Program depends on a current and accurate study. 3. There have been multiple resolutions that are being considered by council that would directly affect the MBE/WBE ordinance (PNW, Size Stds, etc.) We were not made aware of these resolutions by the Department and when asked the Department staff seems to have little or no information. 4. The unequal treatment in city-funded and assisted construction projects and procurement procedures and the opportunities for certified, small disadvantaged firms particularly in the city departments and EDCKC-led projects. Specifically lack of uniform reporting and enforcement on city andincentivized projects. 5. Reports of hostile work environments on construction projects and failure of Civil Rights and Equal Opportunity Department to respond and investigate pursuant to the duties under City Code, Chapter 3, Article IV and Chapter 38. Including the lack of investigation into abusive treatment and payment violations.

❓𝐈𝐬 𝐜𝐚𝐧𝐜𝐞𝐫 𝐠𝐞𝐭𝐭𝐢𝐧𝐠 𝐜𝐨𝐦𝐦𝐨𝐧❓ This has reminded me of my wife's aunt who passed on last week as she has lost the battle with cancer. 💔 I noticed that we have been so busy with work and sometimes neglect our health to get a paycheck so that we could bring food and shelter for the family. We just keep working and working. After all, what are we asking for? The time for family? ⌛👨👩👧👦 Time passes by, we notice that people around us have aged and are slowly leaving us but how much time we did really spending time together... I also noticed that more and more people are diagnosed with cancer more commonly nowadays. It's a really sad case with younger people. 😔😔 Spend more time with family and people who love you! Most people do not address it and some reactions might be harsh to you but in their heart they still love you ❤️❤️❤️ No matter what (especially parents), do get your Will, LPA and ACP done up. LPA can be done online and ACP where we need to attend a 90 minute course. This is to help your spouse, children or next of kin where they don't need to spend too much time and money to engage lawyer to go through the long procedure. With the Will and LPA, things can be settled in less than 6 months. Without those, it could take up to a year or more. Do think it twice and take action if you have yet to do so. #life #love #family #time #planning #willwriting #cancer #health #wellbeing

Heart strings pulled. This post took me back to my days at TOUCH Community Services , where I was helping the elderly, at-risk youth, and the community. The post discussed difficult yet critical subjects like Lasting Power of Attorney and Advance Care Planning, . This post made me think about the struggles that the elderly, whom I had the privilege to serve, had to endure. They were in constant need of assistance and understanding, reminding me of the importance of our work. Family relationships of the elderly were another common area of concern. There were constant challenges due to unspoken expectations and communication gaps, leading to various relational issues. Lasting Power of Attorney and Advance Care Planning are difficult but essential topics. These conversations can be tough to start, but they are of significant importance. From what I've seen, it's hard to kick off these conversations, but once they begin, true emotions are exposed. Yes, it might cause some hurt, but it's from this point that healing can start. It's in these difficult discussions that opportunities for understanding and reconciliation appear. If you haven't done this for your loved ones yet, I emplore you to consider.

- Reflecting on the Importance of Conversations About Life and Death - I recently came across a heartfelt article shared by TWS about the passing of her brother cousin due to cancer. It touched upon a topic that is often difficult to address - death. In a world where conversations about success, achievements, and growth dominate our social platforms, it is refreshing to see someone courageously shedding light on an issue that deserves attention. The article emphasized the significance of discussing death openly and honestly. As humans, we tend to shy away from discussing mortality, perhaps out of fear or discomfort. However, by avoiding these conversations, we inadvertently rob ourselves of opportunities to support and connect with others on a deeper level. In my personal experience, I've witnessed the power of addressing the topic of death with compassion and empathy. Acknowledging our own mortality and the inevitable passing of loved ones allows us to appreciate life more fully. It reminds us to cherish every moment and make meaningful connections with the people around us. As professionals, we often focus on career aspirations and personal growth. But amidst the pursuit of success, let us not forget the essence of being human. Let us remember to have those difficult conversations, to lend an empathetic ear to those who need it, and to share our own experiences without fear of judgment. In fostering a culture where open discussions about life and death are welcomed, we can create a supportive and compassionate community. We can encourage each other to embrace vulnerability, find solace in times of grief, and celebrate the beauty of life in all its impermanence. So, let's break the barriers and acknowledge the importance of conversations about death. Let's be there for our friends, colleagues, and loved ones during their moments of loss. By doing so, we strengthen the fabric of our relationships and find strength in our shared human experiences. Thank you, TWS, for sharing your heartfelt reflection.
