We are excited to announce the latest addition to our Driver and Vehicle Standards Agency (DVSA) accredited MixerSURE© training with the Mixer Rollover Investigation Course launch. With approximately 28 mixer rollovers each year in the UK, this half-day accredited course covers immediate, underlying and root causes. A good investigation should identify the rollover incident's immediate, underlying and root causes, learn from them and implement controls to address them. The course equips attendees with practical knowledge on effectively handling and structuring a mixer rollover investigation, the role of the manufacturer's operating instructions, designated standards, and statutory guidance, and how to handle such situations confidently and contribute to safer practices in the Ready-Mix Concrete industry. We are also pleased to offer funded courses to enforcement, regulatory, and government bodies. The course is also FREE to DVSA Earned Recognition accredited operators who have achieved the Concrete Operational Standards module. After yesterday's post on load security and the 'dry brushing' of concrete from the mixer chutes, the debate on responsibilities continues to cause some industry confusion. The Driver and Vehicle Standards Agency (DVSA) Load Security code of practice was updated 12 months ago, making it easier for vehicle operators, drivers, and companies loading vehicles to follow the law. "You must support drivers who raise concerns about the way goods are loaded or secured. You must not pressure them to take out a vehicle or trailer if they think it’s unsafe." The DVSAs Concrete Operational Standards also has a section on load security for truck mixers. Heidelberg Materials UK and Concrete2you (Aggregate Industries UK) provide information on wash-off responsibilities after discharge and the need to 'wash down' the chutes. Mixer manufacturers fit their machines with wash hoses for this very purpose. So where else can guidance be found? The Concrete Society provides some guidance on 'washing out' on-site but references the Environment Agency's PPG6, which was withdrawn in 2015. There is a further reference to a guidance document from the BRMCA (Mineral Products Association) on managing wash waters, a guidance document published in 2012. https://lnkd.in/gJdScPST So, given the updates, responsibilities, and requirements, why is load security for the ready-mix concrete sector ignored, and why is it left to drivers to deal with the consequences? This MixerSURE© Toolbox Talk provides information on the responsibilities of concrete plant staff and drivers when collecting concrete from a ready-mix concrete plant since the Driver and Vehicle Standards Agency (DVSA) updated the load security code of practice in July 2023. The talk covers the updates to the DVSA guidance, responsibilities, the law, load security, payload, and enforcement with the same principles relevant to other industries (quarrying, asphalt plant, etc.). Remember - the DVSA updated guidance confirms that when a requirement is a 'must do', it is a direct legal requirement set out in legislation. It is ultimately your responsibility to risk assess and implement correct procedures for the safe loading and unloading of goods when transported in an HGV, trailer, van, or car. Load securing legislation is covered by the Road Traffic Law, Health and Safety and the legal undertaking of the operator's licence. "If it goes wrong, the person loading won't be able to sit behind "I'm not the driver" or some other excuse, which is the important thing that can rapidly implicate managers and directors..." "Can't wash off on site?"... A recent Facebook post brought some valid comments regarding washing off on site after delivery and the fitting of wash boxes. In 1995, I was asked to sign a Tilcon 'Safe System of Work' to understand my responsibilities for washing off before entering the public highway. Fast forward almost 30 years, and there's still no clear industry understanding of a crucial road safety issue, especially in light of last year's changes in the load security code of practice and guidance from the Driver and Vehicle Standards Agency (DVSA). Companies can't encourage employed drivers or hauliers to compromise road safety and endanger other road users, so clear, comprehensive guidance for construction/delivery sites, company directors, and transport managers must be introduced to reduce the risk of prosecution, fines, or even loss of a driver's vocational licence. Having standards that apply to everyone removes the need to interpret responsibilities that put drivers under increased pressure to interpret their own. Whether it's an environmental, safety or planning issue, providing facilities is the customer's responsibility. Concrete suppliers can't ignore their responsibilities and leave it to drivers to deal with the consequences. We can't continue with another 30 years of accepted risks.
