#ClimatePolicy An insightful piece by Shri Jeevan Kumar Jethani and Akanksha Golchha on the constraints and some possible solutions around the PM Surya Ghar Muft Bijli Yojana scheme launched earlier this year. The piece brings to light some of the discussion points raised at a Roundtable hosted by Association of Renewable Energy Agencies of States, Ministry of New and Renewable Energy (MNRE) and Natural Resources Defense Council (NRDC). The discussion at the roundtable delved into the specific challenges faced in the rural context for solar rooftop installation and potential solutions that could be integrated into the scheme's implementation framework. In my opinion this scheme is excellent and has great potential for success. All Urban Local Bodies (ULBs) should be targeted first, as houses in urban areas are metered. Subsequently, rural areas can be addressed.Regarding AT&C losses, a regulation notified by the Ministry of Power, Government of India, in October 2021 mandates energy auditing and accounting. This regulation requires DISCOMs to install energy meters within a defined timeframe and reduce energy losses by improving distribution networks. Since DISCOMs are also designated consumers under the PAT scheme, they have targets to reduce AT&C losses. Therefore, they are obligated to reduce these losses independently. However, consumers without energy meters may be reluctant to install solar rooftops. Another major challenge in rural areas is the availability of electricity in the grid during daytime hours.AMC will not be an issue in this scheme. The empaneled vendors will install the systems and handle maintenance with the support of existing Surya Mitra. After the guarantee period, a maintenance mechanism will be developed for ongoing maintenance. With substantial subsidies from the Government of India and several states, individual systems will function effectively.
