Given its potential for addressing climate change impacts and the unemployment crisis, it is surprising that none of the manifestos outlines a clear, coherent plan for the potential of a just transition to create decent work and livelihoods.

How do the climate plans of South Africa’s major entities measure up against the Net Zero Tracker’s equity metrics? In collaboration with the Net Zero Tracker, South Africa-based non-profit company South South North investigated the extent to which the climate strategies of 50 entities spanning across South Africa’s national, provincial and city governments in addition to major corporations, include just transition considerations within their targets. The analysis reveals the following disparities in climate plans at the regional government level: 1️⃣ Coal-dependent provinces need targeted support, such as low-income provinces, such as Limpopo, Mpumalanga, and the Free State, which are most reliant on volatile coal-based industries, require targeted support and investment to ensure a more equitable transition. 2️⃣ Wealthiest cities have more advanced Just Transition plans, including affluent urban centres such as Cape Town, Johannesburg, Durban, and Pretoria. 3️⃣ Provinces set a ceiling of ambition for cities, but not vice versa, demonstrating a one-directional influence of provincial climate targets on the strategies of the cities within them. Our latest survey at Abacus Data reveals a 14-point drop in Canadians’ concern about climate change compared to last year. Why the shift? Canadians are increasingly focused on immediate challenges like the cost of living and housing affordability. While 62% still express concern about climate change, only 5% rank it as their top priority. This highlights a growing scarcity mindset, where short-term pressures overshadow long-term goals like climate action. As public priorities shift, political leaders will need to navigate this tension between addressing urgent needs and ensuring sustainable environmental policies. According to this recent report from the UNDP and University of Oxford, 80% of adults globally want governments to take more action on climate change. Action means policy change, incentives and fines to get people but most likely companies to change behaviour. Completely contradicting any Anti-ESG policy. Let's hope governments sit up and take notice!

Today, more than 2.8 billion people worldwide live in inadequate housing, including 1.1 billion living in slums and informal settlements. As governments worldwide act to meet their climate goals, they must prioritize the urgent housing needs of the more than 1 billion people living on the frontlines of the climate crisis. Over the past decade, there has been up to a $174 billion deficit in venture capital for technology solutions to reduce the built environment’s contribution to greenhouse gas emissions. Given that the built environment already accounts for 37% of global greenhouse emissions, climate action leaders must invest in upgrading and greening informal settlements. According to a recent UN Climate Change Report, less than 1% of climate adaptation efforts currently prioritize marginalized populations. The OECD sited that government spent $20 billion less on adaptation efforts compared to greenhouse gas mitigation initiatives in 2020. World leaders also allocate less than 10% of climate investments to adaptation programmes--this is five to 10 times less than what is needed. By 2030, 2.2 billion people will live in fragile states, which will represent 26% of the total world population. The Green Climate Fund Board must now prioritize adaptation funding to the most climate-vulnerable countries and fragile states during this crucial phase of the #Fund. Government policies must now protect #communities that are already overburdened by climate related disasters and under-investment. Without #investment, the most climate-vulnerable and fragile countries have little #Hope of adapting to the potentially devastating effects of climate change already being felt. Investing in adaptation programming in climate-vulnerable fragile states now will increase the ability of these communities to weather the #climate threats they will inevitably face.
