The Texas and California grid operators’ generator interconnection processes are the best among U.S. regional transmission system operators, according to an interconnection scorecard released by Advanced Energy United. The PJM Interconnection came in last with a D-minus followed by ISO New England at a D+, with both grid operators scoring especially poorly on their use of regional transmission planning and the usefulness of their interconnection alternatives, such as sharing or transferring existing interconnection points. In my mind this says it all. The new FERC order is a step in the right direction, and a major one. But there is a need for more reasonable coordination across all regions and entities. I fully believe it will not be the utilities that will be building new mega-transmission system projects to support the new generation and loads we are already seeing. It will be companies like Invenergy.

The Federal Energy Regulatory Commission just approved a transformative rule that mandates grid operators to plan 20 years ahead, considering renewable energy demands. When you think of electrical transmission, you might not associate it with making jet fuel or firing boilers at manufacturing plants. But transmission investments are equally important to those sectors. Clean electrons will also be used to create green hydrogen, serving industrial end uses that can’t be directly powered by electricity. Too many wind and solar projects are stuck in years-long interconnection queues, limiting our ability to access round-the-clock clean energy in regions where green hydrogen is most needed. Transmission improvements mean green hydrogen projects can look forward to a more stable and available clean energy supply. This is a pivotal move for our mission to decarbonize and reach net zero. TODAY: U.S. Department of Energy (DOE) announced a transmission permitting reform rule and industry investments to reduce permitting delays and increase investor confidence to deploy critical electric infrastructure more quickly.   The Coordinated Interagency Transmission Authorizations and Permits (CITAP) Program, established by the final rule today, will better coordinate Federal permitting processes for electric transmission, ensuring that Americans have clean, reliable, and affordable power when and where they need it.   DOE also announced an investment through the Transmission Facilitation Program for the Southwest Intertie Project (SWIP-N), a proposed 285-mile transmission line that would bring wind energy from Idaho to southern Nevada.   Read the full announcement: https://lnkd.in/eW68P8hT

Once passed, the reforms will stabilise electricity markets while incentivising investment across all clean energy technologies. While this agreement is a fitting intervention for the current energy crisis and near-term energy transition hurdles, we will face a whole new set of structural issues in another decade. We encourage the Commission to continue to update the EMD to meet the needs of an evolving market, not-yet-defined 2040 targets, and a more flexible and integrated energy system in the future." The rules out of Federal Energy Regulatory Commission today are historic - no question - and they provide the kind of proactive, forward-looking planning for the grid expansion we need to allow innovative, growing industries to add jobs and economic development here in the U.S., while ensuring an affordable and reliable grid for all energy customers. A 21st Century economy requires a 21st Century grid.

Last week, the U.S. Federal Energy Regulatory Commission (FERC) released its long-awaited rule on transmission planning and cost allocation.  In response, the PJM Cities and Communities Coalition (PJMCCC) – the first formal coalition of local governments organized to drive decarbonization at the wholesale electricity market level – issued a statement that commends FERC for its progress and provides thoughts on both the rule and considerations for building out our nation’s grid.   Specifically, the statement notes that the rulemaking takes crucial steps to eliminate barriers to new transmission infrastructure development, such as by prescribing a minimum 20-year time horizon for regional transmission planning, requiring the inclusion of local laws and regulations in transmission planning, and requiring consideration of a suite of grid-enhancing technologies.   Yet, as local governments, PJMCCC members are acutely aware of the potential adverse impacts of infrastructure development and the historical lack of engagement that has accompanied this development. Local stakeholders must be early, active, and respected stakeholders in all conversations that will lead to the timely installation of new, large-scale infrastructure.   In the statement, PJMCCC highlights a series of principles that it believes regulators, transmission operators, and others should consider as new transmission is planned and developed.
