Tenant Education in Action ** A 2018 study conducted by the Urban Institute found that tenant education programs can have a significant impact on the success of rental housing. The program included workshops on topics such as budgeting, credit management, and renters’ rights and responsibilities. The results of the study showed that tenants who participated in the education program were more likely to pay their rent on time, maintain their units in good condition, and have a better understanding of their rights and responsibilities. The United States Commission on Civil Rights Business Meeting! I was very pleased and proud to share with the USCCR the Report of the Nevada Advisory Committee addressing Teacher and Professional Staff Shortages and Equity in Education. This report draws on the themes identified in the Committee’s 2020-21 study, “The Impact of Remote Learning on Education Equity in Nevada,” which examined education equity during the COVID-19 pandemic. That study revealed, among other findings, that severe shortages of professionals offering mental health and special education services put Nevada’s school districts at risk of litigation due to civil rights violations. Among our findings: Over reliance on long term substitute teachers can result in gaps in student learning, The shortage of in-school behavioral health professionals poses concerns as school violence is increasing, and Shortages of teacher and professional staff are especially high in rural areas of the state, and recruitment of these professionals is especially challenging. The Nevada Committee made recommendations to the USCCR, U.S. Secretary of Education, the Nevada Governor, Nevada School Superintendents, and the Nevada Legislatiure. Equitable access to education is a human right & policing impedes access. Edmonton Public Schools, Trustee Marsha Nelson, reinstating a police in school program regardless of reforms is a human rights violation. It is contradictory to your own board policies and is gross negligence. There is no evidence to support the notion that police-in-school programs make schools safer. Thriving and healthy communities including educational spaces which in and of themselves are safe have more supports and resources. We see the segregation affect of exclusionary zoning and the housing crisis clearly, but tackling this issue through land use or fair housing law has been tricky. However, the disparate affects are so acute that a new avenue has reawakened; school segregation. In the last thirty years schools have grown more, not less segregated. With the pathways laid out by Brown v The Board of Education, perhaps we have some potential for change here.

Reading this book last week and attending Levin College of Public Affairs and Education's Norman Krumholz Future of Urban Planning Lecture Series this week, I learned about the City of Cleveland - City Hall City Planning Commission's 1975 Policy Planning Report. I keep thinking about the philosophy of equity planning: "In a context of limited resources, institutions should give priority attention to the goal of promoting a wider range of choices for those Cleveland residents who have few, if any, choices." I wish I had read Making Equity Planning Work back when Norm was still around and when I held leadership positions in City Hall. I could have been more of a risk taker and helped more people, I think. For example, when I was Director of Community Development, we kept residential tax abatement the same when we could have changed it to encourage development in weaker markets while not depriving our schools of revenue by giving unnecessary abatement in stronger markets. I also keep thinking about Cuyahoga County's "actionable" 8-point plan to address the housing needs of individuals who have been incarcerated. I am glad it is "actionable," but I would be even more glad if the County took those recommended actions. Rolling out a plan to give a wider range of choices for those who have few, if any, choices--like the formerly incarcerated--is great, but executing on that plan is what is needed.
