In April 2023, I chaired a roundtable hosted by Trowers & Hamlins’ Birmingham office to discuss regeneration with various industry leaders and experts. Since then, alongside roundtables across the UK, Trowers has now published "Rethinking Regen", a report showcasing the insights developed from these roundtables and nine key recommendations for the industry to move forwards with. Our discussions in Birmingham touched on the important idea of trust, and how promoters and developers can seek to improve any negative perceptions held by the public to new schemes. The discussion identified the need to engage, understand and then deliver community wins that demonstrate the positive impact that a project can have – bringing forward amenity infrastructure or public realm that can be used immediately before additional elements such as housing or workplaces. #Collaboration between public and private sectors was another key discussion point. There is growing appetite amongst lenders to fund regeneration schemes with a big vision and realistic viability, but lenders are more confident when they are part of a public/private partnership and where both partners have ‘skin in the game’. Collaboration and joint stewardship of schemes brings the best of both worlds. Another milestone, as our new partnership with Gresham House makes its first investment. On behalf of Gresham House Thriving Investments Residential Secure Income LP, we have committed £53 million to forward fund 122 shared ownership homes on the Clapham Park Regeneration Estate in South London. The investment will deliver much needed affordable, high-quality homes that meet the highest social and environmental standards, whilst generating significant local community and economy benefits. We shared with Room151 our views on what #additionality should look like in affordable housing investment. Cheyne Impact Real Estate strives for pure additionality through the voluntary delivery of affordable housing beyond that mandated by planning consent under a Section 106 agreement - which will be delivered anyway - and without the use of Homes England grant funding. Cheyne Impact Real Estate has proved that high quality housing can be delivered without government subsidy, leaving grants available for the creation of further affordable housing elsewhere, especially in places where it would otherwise be unviable. Photo shows Cheyne's Poplin scheme in Manchester where there was no planning-stipulated provision for affordable housing so Cheyne has voluntarily allocated 35% of the homes to local key workers at significantly discounted rents and has capped rental increases for all tenants, regardless of tenure type.
