𝟳𝟳% 𝗼𝗳 𝗘𝗨 𝗰𝗶𝘁𝗶𝘇𝗲𝗻𝘀 𝘄𝗮𝗻𝘁 𝗮 𝘁𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻 𝘁𝗼 𝗮𝗻𝗶𝗺𝗮𝗹 𝗳𝗿𝗲𝗲 𝘀𝗰𝗶𝗲𝗻𝗰𝗲 𝗺𝗲𝘁𝗵𝗼𝗱𝘀. These were the results of a survey performed last year in 10 European countries to over 10 thousand adult citizens. The results show the desire for their governments to commit to transition to scientific research, testing, and education without the use of animals. Fortunately, many European countries are taking steps and developing strategies to follow the 3Rs (Replacement, Reduction and Refinement) when it comes to animal research, which puts a pressure on the European Commission to coordinate a concrete plan for the member states to accelerate this transition. The third annual report from the Portuguese Transparency Agreement has been published today! Encouragingly, it shows that most biomedical institutions have actively engaged with the public about their use of animals in research. Coordinated by EARA since 2018, the Agreement now has 25 signatory institutions from both the public and private sectors. The latest report (also in Portuguese) notes an increasing number of institutions sharing images of their animal research facilities (71%) or of the actual animals used (47%), and nearly all signatories (94%) featuring a position statement on animal research on their websites. The report is also featured as part of Science and Technology Week in Portugal, with a 12-hour social media campaign on EARA Twitter/X. All credit to Jarrod Bailey for an eloquent and thoughtful opinion piece on the role of the 3Rs! I would just like to point out one possible misconception: he quotes my paper (ref. 62) to back up a statement (on the subject of the need to focus on human rather than animal biology) that 'either the evidence is largely overlooked, or there is a belief that these issues can be overcome with better experimental technique and/or analysis (ref. 61–64) and/or genetic modification (ref. 16,65). This is in stark contrast to other scientific and engineering disciplines that try to rigorously challenge their models, and alter their approaches, based on solid data.' My paper describes the PREPARE guidelines (https://lnkd.in/d5YKB-5) which start with focus on what Jarrod wishes: better evaluation of the necessity, ethical acceptability, legality and translatability of the planned study. PREPARE highlights the need for a thorough literature search. PREPARE stands therefore in contrast to reporting guidelines, whose primary aim is to improve animal studies. My paper includes the statement: 'An assessment of the need to use animals at all must therefore be the first stage of the process when planning preclinical research or testing'.

This article by Jarrod Bailey describes how the Three Rs result in a significant portion of efforts being directed away from the most important "R"—the replacement of animal testing—towards the other two "Rs" (refinement and reduction), which assume the value of animal testing for human benefit as a given. This prevents critical examination of animal testing and keeps the number of animals used in experiments high.
