PEO MLB plays an integral role in supporting the Chief of Naval Operations (CNO) Adm. Lisa Franchetti’s recently released Navigation Plan (NAVPLAN) 2024. The NAVPLAN is the CNO’s strategic guidance to the fleet and will ensure America’s Warfighting Navy remains the world’s premier fighting force.
Here is a list of just a few of the areas where MLB supports NAVPLAN 2024’s strategic focus areas to ensure readiness for the possibility of war with the People’s Republic of China and enhance long-term advantage:
📍 Readiness and Modernization: NAVPLAN 2024 emphasizes readiness for sustained high-end joint and combined combat by 2027. PEO MLB contributes to this by providing advanced, modern IT solutions that enhance the Navy’s capabilities. These solutions ensure that the Navy's business and financial operations are robust and resilient, directly supporting better decision-making and operational readiness.
📍 Human Resources and Talent Management: Ensuring the right people with the right skills are in place is a key component of NAVPLAN 2024. It specifically mentions Ready Relevant Learning (#RRL) as a critical element when it comes to investing in warfighter competency and enhancing the Navy’s training and education systems. Our RRL team’s efforts are part of the broader NAVPLAN 2024 goal to improve the Navy’s readiness and effectiveness by ensuring that all personnel are well-trained and prepared for the high-end fight.
📍 Sustainment and Logistics: NAVPLAN 2024 calls for improved sustainment and logistics capabilities for naval operations, as well as improved maintenance processes and reduced naval asset downtime. PEO MLB's logistics efforts ensure that the Navy's supply chain and logistics operations are optimized, providing the necessary support for sustained operations. Our Logistics IT (#LOGIT) portfolio’s Naval Maintenance, Repair, and Overhaul (N-MRO) capability is a crucial element in ensuring the readiness and sustainability of the fleet. N-MRO will eliminate maintenance delays for ships, submarines, and aircraft — a critical factor for maintaining operational readiness and ensuring readiness.

Today I released my Navigation Plan for America’s Warfighting Navy. This is my strategic guidance to the fleet and focuses on two strategic ends: 1) Readiness for the possibility of war with the Peoples Republic of China by 2027, and 2) Enhancing long-term advantage. We pursue these ends through two mutually reinforcing ways: 1) Implement Project 33 and 2) Expand Navy’s contribution to the Joint warfighting ecosystem.
