A premier luxury mall featuring brands such as Chanel, Gucci and Tiffany is getting into the affordable-housing business. Whitman Family Development, owner of Bal Harbour Shops in Miami-Dade County, filed plans with the city to build a roughly 20-story luxury hotel and three residential towers with 600 units within the complex. One building with about 240 units will be reserved for workforce housing, as part of a new Florida housing law. The legislation offers developers tax breaks and allows them to bypass certain local zoning rules if enough workforce housing is built. The Whitmans have seized on the law to bypass zoning rules that have prevented them from building much beyond the shopping center’s existing three-story height. Widespread community opposition has derailed previous efforts to add taller buildings. Despite the law receiving bipartisan support in the state legislature, its implementation is already drawing criticism from members of local municipalities in both parties who say their power has been pre-empted. Company motto: “To make living itself an art, that is the goal.” How can the city be more business-friendly: Offer more diversity for small businesses. The hospitality industry seems to be 90% of business downtown. It’s less of a destination for art, shopping and culture. The majority of downtown real estate is so unreasonably priced. It doesn’t allow space for other types of businesses to exist. I’m hoping the city will eventually offer subsidized commercial real estate. I used to rent a small studio space in the Broker’s Building (the lofts above the old Hooters). It was bought out and developed and that is the same story that just continues to play out. The Manhattan luxury market this week continues to strengthen, with 20 contracts signed, despite the long holiday weekend. The Upper East Side dominated with a 40% share of the market, closely followed by Downtown, which claimed a 30% share. In an unexpected turn, condos and co-ops were almost split evenly, this is due to the large number of co-op contracts on the Upper East Side. In Brooklyn, we saw a decrease in contracts signed with 14 contracts compared to the prior week with 18 contracts signed. A total of 9 condos, 1 co-op and 4 townhouse contracts were signed. Brooklyn Heights made up the majority of the market share with Park Slope following.
