Sunday afternoon at the 2024 ICMA (International City/County Management Association) Annual Conference, I attended an education session entitled, "Building the Bench: Strategies for Recruiting and Retaining Emerging Leaders for Large and Small Communities". The staffing, management, and leadership issues we face in Whitfield County are the same plaguing local governments across the United States. First, our workforce is older than those working in other employment sectors. Second, our most tenured employees are retiring and taking talent and institutional knowledge with them as they exit. Third, government employment is not as attractive as it used to be due to stagnant wages, declining benefits, and increasing stress. All of this makes it difficult and vital to fill our ranks replacing those retiring or leaving for greener pastures in the private sector. One solution is that used by baseball teams - developing talent through a farm system. For government that means creating a strong internship program designed to bring young, talented, altruistic people into our organizations and hopefully convince them to remain public servants throughout their careers.

Great transformation
Jeanette Smith came to HIM's Birmingham office reeling from time spent on the streets stemming from drug and alcohol addiction. She admittedly lacked hope and purpose, and thought that her life would be that way forever. When she saw a HIM flyer in the mail, however, something changed. She wanted to do something better for herself and improve her situation. She entered HIM Class 2023-5 full of excitement at the thought of changing her life, and was continually radiating joy throughout her time in class with an eagerness to learn and grow. She was then placed on an internship with Community on the Rise, where she was eventually offered a position on staff! We had a fantastic time participating in this week's Baltimore County Public Schools Career Expo at Community College of Baltimore County Catonsville! It was inspiring to see hundreds (maybe thousands) of students eager to explore future career opportunities right here in our community. "Every time we invest in our students, we are at the same time investing in our communities." - Dr. Sandra Kurtinitis, Ph.D, CBCC President. With over 300 program and workforce options available at CCBC, we were proud to share the diverse career paths students can pursue in their own backyard. Events like these are invaluable for connecting students with local career and apprenticeship programs. A big shoutout to the Baltimore County government, BCPS, and CCBC for their collaboration in making this event possible!

Almost 30 years ago, Nana Violet was part of a group of Aboriginal leaders from Ieramugadu (Roebourne) who designed an innovative employment program. The program was not designed to generate workers for industry, it was designed to empower the people of Roebourne to pursue a pathway that THEY are passionate about. Not about doing what the world EXPECTS of them. A way for them to break the mould. They called it Warrgamugardi Yirdiyabura. Which loosely translates to “pathways for employment” This week Nana Violet’s granddaughter Dolly started her apprenticeship on the program, as she pursues her hospitality traineeship through NYFL. We keep getting asked by industry and government, why does this program work so well? It is 100% designed by Elders. The ONLY people who can design an effective pathway through social and economic change are those at the heart of it. That’s why it works. As Australia learns this week that closing the gap will fail if there without fundamental change, the answer is found is cultural owned and driven initiatives around the nation. This program is culturally safe. It is operated by the local community. It is guided by Elders. It is understanding. It is holistic. It navigates and embraces kinship systems. It understand complex avoidance relationships. It takes a trauma-informed approach. It is OWNED and driven by local mob. It measures success not by statistics but by observing social change and empowerment. Just watch Dolly’s growth… #socialimpact #westernaustralia
