In the latest instalment of the Times Colonist framing an innovative housing project around opposition to it, journalist carla wilson caries water for the anti-housing core of Oak Bay. This is part of a pattern from our local newspaper of systematically undermining new housing by framing every story around the “concerns” of the neighbourhood. It has played a major role in fomenting opposition to housing, and therefore is a component of the anti-housing culture that has taken root in Greater Victoria for decades and contributed to the housing shortage. (If I didn’t have other things to do in life, I’d love to document and analyze the way that local media here and elsewhere has contributed to the housing crisis.) Meanwhile, there’s a dire lack of housing in Oak Bay, and the municipality has added a grand total of 7 units in recent years. The proposal here is to add housing inside a park boundary, on top of a seniors-oriented indoor pickleball court, that would A) help finance the overall park renovation project, B) not remove green space, and C) add badly needed rental housing to the municipality. But the TC is already intentionally framing the narrative in a negative light, and I guarantee you, as I see it in Victoria every day, that the mayor and councillors in Oak Bay will receive dozens to hundreds of emails tomorrow morning with links to this article from outraged anti-housing homeowners. The number of townhomes is limited compared to the apartments but they are creating a community not a subdivision with selective commercial space. This week marks the launch of a housing lottery for 196 affordable apartments in a newly constructed rental building on the Lower East Side. 🏙️ Situated at 165 Broome Street, the 15-story structure offers residents modern living spaces in one of New York City's most vibrant neighborhoods. 🌟 This lottery targets New Yorkers earning 30, 50, 70, and 80 percent of the area median income, ranging from $18,480 for a single individual to $154,080 for a household of seven. Monthly rents for these units span from $454 for studios to $2,949 for three-bedroom apartments. 🏡 Developed by Grand Street Guild HDFC and designed by Handel Architects, 165 Broome is the inaugural phase of a two-building, fully affordable development comprising 344 apartments, a community facility, and parking. 🚗 This phase includes 232 units within the existing Grand Street Guild’s three-building campus, which originally dates back to 1973 and houses over 1,500 residents across 600 units. 🏢 The amenities at 165 Broome Street include a meeting space, entertainment room, fitness room, outdoor play area, and Guild Hall, which features a fitness area, game room, and a meeting room for the local community board. 🏋️♂️🎮 Additional conveniences include an on-site superintendent, bike storage, shared laundry room, and a package room. 🚲📦 One of the project’s highlights is the reopening of a through-block pathway that had been closed for many years, enhancing connectivity. 🌳 A new landscaped outdoor space, designed for passive recreation and relaxation, features seating areas and a small performance space, revitalizing the public realm. 🎭 The development is well-served by public transit, with access to the F, M, J, and Z subway lines and the M14A-SBS and M9 bus routes. 🚇 Its proximity to the Williamsburg Bridge facilitates easy biking or walking access to Brooklyn. 🚴♂️ Grand Street Guild first announced the plans for these two 15-story towers in 2018. Initial renderings were unveiled in August 2020, and construction began in September 2022. The application deadline for these apartments is August 28, 2024. There might be no more depressing a sight than an abandoned strip mall, unless you're a developer! Retail finding itself in a flux state is a boon to those with the knowledge and funding to convert into housing. Standing in the way of those dreams is the local zoning ordinance, which can be either a small hurdle or a mountain range, depending on the codes. In time, more municipalities will see the value in mixed use developments, but in the meantime, it's best to pick and choose your battles. #AffordableHousing #Zoning #RealEstate

Enterprise Community Partners, in an analysis of the 10% of strip malls across the country ideally suited to conversion, found that they could support 700,000 new homes including 300,000 “lower-density” multifamily housing units (such as duplexes, triplexes, and townhouses), and over 400,000 “medium-density” housing units (defined as a property with up to six stories and an average unit size of 1,100 square feet). The biggest barrier to change? Existing zoning laws.
Office-to-housing conversions receive a lot of attention, but strip malls may be the bigger opportunity to boost housing supply, especially in inner ring suburbs. Has your community seen any retail-to-housing proposals?

Malls could make great “lifestyle” developments. What future investors and developers need to focus on is providing beyond typical HBU. Think multiple profit centers that provide more than just shelter per sqft. Housing needs to be resigned for the future way of living and we need to think about how humans want to live. We have been building homes the same for centuries more or less. Think how can we build in a way that helps humans be better humans. Then if that fits in a mall great.
