This document, despite its extensive layers of technical jargon and cautious language, marks a pivotal shift. It appears to be a rare admission from BOEM that offshore wind farms are indeed capable of causing harm—biologically, socioeconomically, physically, and culturally. Big news to end the week! US states Massachusetts and Rhode Island have backed projects totalling 2.9GW in their latest joint offshore wind solicitation. The pair have given backing to the multi-state 1.3GW SouthCoast Wind project by OW Ocean Winds; the 791MW New England 1 by Avangrid; and up to 800MW of the 1.3GW Vineyard Wind 2 by Copenhagen Infrastructure Partners development vehicle Vineyard Offshore. Ali Zaidi, national climate advisor at the White House, said: "Today New England is showing continued leadership on seizing offshore wind opportunities, as part of nationwide clean energy progress that is surging under the Biden-Harris Administration." Massachusetts Governor Maura Healey said: "This selection is New England's and Massachusetts’ largest offshore wind selection to date. We'll power 1 million more Massachusetts homes with clean, renewable energy, create thousands of good, union jobs, and generate billions of dollars in economic activity. The world will look to New England for the future of clean energy." Rhode Island's Governor Dan McKee added: "With this project, Rhode Island is taking a significant step forward in meeting our Act on Climate goals and building a clean energy economy that benefits all Rhode Islanders.
