Congress is preparing bipartisan legislation to push billions towards America’s #maritime, and the Administration is urging additional #investments. With top-tier attention, the U.S. US Navy is already pouring billions into #shoreside recapitalization work, but adding new #facilities—dry #docks, workshops and other readiness-enhancing #waterfront measures—is hard to do. A new, more open approach, coupled with regulatory and funding assistance, may help.

The Australian Government is investing over $83 million to deliver vital Defence infrastructure upgrades at HMAS Stirling in Western Australia. Ensuring the Australian Defence Force has fit-for-purpose facilities and infrastructure is critical for its capability and preparedness. This investment will span across 32 projects at Stirling, including remediation and maintenance of the Parkes Wharf, tunnel maintenance and building refurbishments. HMAS Stirling supports Royal Australian Navy vessels based in the West. From 2027 Submarine Rotational Force – West will be established at Stirling, in the lead up to it becoming home to Australia’s future conventionally-armed, nuclear-powered submarines, an $8 billion investment. HMAS Stirling has already hosted two visits from United States conventionally armed, nuclear-powered submarines since the AUKUS announcement in March 2023, and these upgrades will be critical in ensuring Australia is prepared to host US and UK submarines as part of SRF-West. GE Vernova's Power Conversion business in the UK has been chosen by Team Resolute to supply advanced hybrid propulsion technology for three Fleet Solid Support (FSS) ships for the UK Ministry of Defence (MOD). This collaboration underscores the UK’s commitment to enhancing the efficiency and sustainability of its naval operations. Team Resolute is a consortium created by Spanish shipbuilder and defense company Navantia, S.A., S.M.E, shipbuilder Harland & Wolff and naval architects BMT to deliver the FSS program, for which Navantia UK, the UK subsidiary of Navantia, is prime contractor. The 216-meter-long ships for the Royal Fleet Auxiliary (RFA) will be designed with an emphasis on minimizing carbon emissions. Equipped with energy-efficient technologies to decrease power consumption, they will be adaptable to use low-carbon, non-fossil fuels and future sustainable energy sources. 🚨 Industry Alert: GPA Midstream Calls for Withdrawal of U.S. Army Corps of Engineers Permitting Proposal 🚨 GPA Midstream has formally requested the U.S. Army Corps of Engineers withdraw its recent proposal concerning the permitting process for activities near historic properties. The proposed changes, which aim to amend the areas affected when issuing permits, lack transparency and sufficient detail for stakeholders to assess potential impacts effectively. Key Concerns: - No draft guidance from the Corps, despite the proposal's introduction in early February. - No environmental assessments or supplementary documents have been provided to evaluate the implications on the industry. - No defined scope of the historic preservation review, raising significant questions about the extent of regulatory jurisdiction. “We have to build and sustain submarines in the next 15 to 17-plus years the same way we did in the ’80s with an industrial base that’s one-third the size.” What a timely release in conjunction with the Navy’s “rare public accounting” of the state of key shipbuilding programs (https://lnkd.in/gsRxRupw) totalling a cumulative delay of more than 11 years. As one of Mahan’s six principal conditions necessary for the success of a maritime nation, the shipyard workforce is the supply-side constraint that must be addressed, yet Navy leadership seems to believe that “new money” isn’t required to “reimagine shipyard and skilled labor as a national asset.” As Alexander Grey insightfully points out in his War on the Rocks piece, “the U.S. Navy should identify regions with a significant concentration of submarine industrial firms, with infrastructure already in place, and begin strategic partnerships with local schools and universities to build sustainable STEM pipelines.” Investing in foundations like mikeroweWORKS Foundation Foundation (https://lnkd.in/gwYwbDrY) and promoting changes in immigration laws and policies for visas (https://lnkd.in/geMyQnze) “could open a new avenue to build up the workforce in the nation’s public and private shipyards.” These partnerships will require “new money,” but will be an investment into a vital security interest of the U.S.: sustaining dominance in undersea domain.
The most recent 30-year ship building plan intends to dramatically increase the scale of submarine procurement. This scale-up will only complicate and deepen the workforce crisis as the industrial base struggles to deliver even more submarines.
