We were pleased to be consulted on the Department for Education's (DfE) 'Risk of NEET Indicator' (RONI) guidance, released today. The publication of the guidance is a critical step to help identify young people across the country who may be at greater risk of becoming NEET. Identifying young people most at risk is crucial to preventing long-term scarring effects of unemployment. We know that recognising risk factors early, so that support into education and training is offered, will help to reduce the risk of young people becoming lost and disengaged when transitioning in education. We look forward to continuing our work with the DfE on this guidance, and hope this support can help local authorities enable more young people reach their full potential. CEC looks forward to contributing to forthcoming school and college-focused guidance, due to be released later this year, which will support further collaboration between local authorities and schools to prevent young people becoming NEET at 16-18. The careers system plays a vital role in supporting young people at risk of NEET including with Careers Hubs providing targeted support for schools and colleges. We are currently developing a bespoke RONI tool, designed to integrate with the current digital systems widely used within schools and colleges. This innovative tool will enable educators to deliver timely, targeted support to young people most in need. Additionally, CEC is collaborating the Trailblazer Youth Guarantee areas to equip 16-18-year-olds with the skills and knowledge required for workforce entry. The need for alternative provisions in schools has become increasingly clear as traditional education systems often struggle to accommodate the diverse needs of all students. A key factor which needs to be recognised is that everyone learns differently. Many students, particularly those at risk of becoming disengaged or classified as NEET (Not in Education, Employment, or Training), require tailored educational approaches that differ from mainstream methods. Really interesting report published today by the Institute For Fiscal Studies highlighting funding pressures on 16 to 19 and the upcoming growth in the cohort. Layer on top the uncertainty of qualification reform and significant operational challenges with maths and English changes to conditions of funding and this is becoming a really tough part of the market. Sadly the report doesn’t mention independent training providers who now deliver nearly £200m of 16-19 classroom based provision to the most disadvantaged & disengaged young people. Many of our AELP members already have demand which outstrips funding allocations with more capping this year that I can remember. This critical 16 to 19 provision delivered by ITPs still seems to me to be FE’s best kept secret. About time we shouted more about it. Without ITPs the appalling NEET numbers would be sadly even more significant.

2moI deeply appreciate the crucial role that schools and colleges play in protecting vulnerable young teenagers from the risks of neglect, homelessness, and the emotional scars of their environments. It's essential that we adopt a trauma-informed care approach that is not only centered around the individual but also holistic in its understanding of their unique circumstances. This framework must draw upon the profound insights of developmental theorists like Piaget and Carl Rogers, as well as the foundational principles of Maslow's hierarchy of needs. Furthermore, we should integrate the Biopsychosocial model advocated by the World Health Organization, alongside the enlightening perspectives from Gabor Maté’s "The Myth of Normal" and Bessel van der Kolk’s "The Body Keeps the Score." Together, these frameworks can guide us in nurturing the well-being of these young individuals, ensuring they receive the compassionate care and support they desperately need.
