About us

The DoD Military-Civilian Transition Office (MCTO) provides policy and program oversight for the Transition Assistance Program (TAP), the Yellow Ribbon Reintegration Program (YRRP), and the DoD SkillBridge Program. MCTO’s mission is to continually improve the delivery of resources, information, and assistance provided through the programs, promoting their effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide. In 2018, President Donald Trump signed the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (FY19 NDAA) into law, which significantly altered the Department of Defense Transition Assistance Program for the first time since 2011. DoD TAP is an outcome-based program that bolsters opportunities, services, and training for transitioning service members in their preparation to meet post-military goals, and should not be confused with TAPS, an acronym for the Tragedy Assistance Program for Survivors. The mandatory components of TAP are applicable for all service members who have at least 180 continuous days or more on active duty; this includes National Guard and Reserve. TAP is a result of an interagency partnership between DoD, Department of Labor, Department of Education, Department of Veterans Affairs, Department of Homeland Security, Small Business Administration, and the Office of Personnel Management.   • MCTO at the 2024 Army TAP Symposium! DoD MCTO was proud to participate in the 2024 Army TAP Symposium at Fort Knox, KY – “TAP into the Vision.” This event brought together Army TAP installation field leaders and staff, interagency governance partners, and military and veteran service organizations dedicated to strengthening the transition experience for service members. MCTO’s Dr. Yashika Neaves, one of the distinguished speakers, delivered a compelling presentation on the evolving landscape of transition and reintegration programs. She highlighted the critical role of installation field performance, accountability, and DoD strategic initiatives to close gaps and mitigate risks for transitioning service members. The symposium covered a range of important topics, including the future of DoD TAP, SkillBridge, and comprehensive support for military spouses.   • MCTO’s Taheesha Quarells, PhD attended The American Legion 105th National Convention and Task Force Movement (TFM) Convening in New Orleans, LA this week. This event brought together leaders from various sectors to discuss increasing employment initiatives for transitioning service members, veterans, and spouses in career fields such as trucking, maritime, aviation, cybersecurity, and healthcare. Dr. Quarells provided a DoD SkillBridge update which included an overview of the program modernizations, and examples of state sponsored third-party SkillBridge providers that help leverage industry opportunities.   • Newest Updates for Current and Prospective DoD SkillBridge Partners! DoD SkillBridge Authorized Organization MOUs have been extended to June 30, 2025 to allow additional time for existing authorized organizations and third-party providers to adjust their internal HR business processes before renewing under the new SkillBridge MOU criteria changes. For prospective DoD SkillBridge partners and MOU renewals, the partner application process has been revamped to better align with industry needs and ensure successful outcomes for service members with the August 2024 SkillBridge Provider MOU. Here’s what’s new: 🔑 Key Criteria: Cost Efficiency: Program costs should be minimized, with expenses outside of subsistence, lodging, and travel not being incurred by participants. Training Delivery: Prioritize live training, with asynchronous learning capped at less than 50%. High Employment Probability: Strive for a 75% or higher post-service employment rate, with an 85% offer rate as the goal.   • The next MCTO Research Forum, Risk Factors Explaining Military Deaths from Suicide: 2008–2017, will be held Tues. at 2 P.M. ET This presentation will summarize findings from a study documenting patterns in risk factors among a population of 2,660 active-duty military service members which the DoD Suicide Event Report System indicates died by suicide between 2008 and 2017. Results from the study point to the need for increasing awareness among mental health service providers that suicide among military service members often involves a constellation of potentially interrelated risk factors. Presenters: Dr. Scott D. Landes, associate professor of sociology and faculty associate in the Aging Studies Institute at Syracuse University; Dr. Janet Wilmoth, professor of sociology and director of the Aging Studies Institute at Syracuse University; and Dr. Andrew S.   • MCTO’s Teresa Daniels participated in the San Diego Military Summit ‘24 hosted by North San Diego Business Chamber with Ivan Denton, from Department of Labor Veterans’ Employment and Training Service This was a great avenue for participants to receive information and updates on DoD SkillBridge, Uniformed Services Employment and Reemployment Rights Act (USERRA), and the DOL Employment Navigator & Partnership Program (ENPP). The summit featured tracks focused on transitioning service members, military families, employers, support programs and organizations.
