Sadly, most of it isn't. Well... except for the Feral Shamblers. See, there have been a few Semi-Feral Ghouls who could use weapons in previous Fallout games before. In Camp Searchlight, in Fallout: New Vegas, there are hostile NCR Trooper Ghouls who use Combat Knives to attack the player. Also, in the Lonesome Road DLC, there are Ghoul enemies called Marked Men, who will attack the player with guns and melee weapons.
What I wanted to do is take FGEP - Feral Ghouls Expansion Pack and turn it lore-friendly, so I made some patches for it.
I have patches for the Scripted Injector version, the regular Leveled List version, the D.E.C.A.Y. and Feral Nights by SKK Patches, and even for the Legendary Addition Submod by Exoclyps! If you have any of those patches, or the Legendary Addition Submod, you'll need those patches too. All of the patches listed here work with both Main Files.
Versions and Patches
Main Files - Injector Version and Leveled List Version (Double Rarity and Default Rarity)
What I did was take out all Non-Shamblers from the Leveled Lists added by the original mod, and buff their movement speed and perception. I also made them spawn a *lot* less, and renamed them all to Half-Feral Ghouls. They no longer shamble slowly, and aren't really a horde, but they should make much more sense now.
What I wanted to turn the Half-Ferals into were wastelanders who couldn't afford or acquire Rad-X, so they started to turn feral.
On top of removing all non-lore-friendly and un-immersive clothing (BoS apparel, fancy/pre-war dresses/suits/vests), I also gave them the armor and weapons that Feral Slashers use. Unfortunately, this leaves the female Half-Ferals with only two possible outfits they will spawn with. That's okay though, because I changed the Leveled Lists to make the Half-Ferals spawn a bit less frequently in general, compared to full Ferals.
I also removed the Power Armor from the Armored Feral Shambler's outfit, and replaced it with a modified version of the ordinary Half-Feral Ghoul outfit. Two of the former-Slashers' armor pieces I reserved for the Armored Half-Ferals to wear, and the rest were given to the ordinary Half-Feral Ghouls.
Patches - Feral Nights by SKK50
(Files exist only for v1.6 of FGEP, NOT v1.7 - The Definitive Edition)
- For this, you will need the Feral Nights by SKK Patch available through the FGEP installer.
For this I've just reverted the changes back to the original settings. The horde that spawns to hunt you will consist of Feral Ghouls, Half-Feral Ghouls, Armored Half-Feral Ghouls, while being led by a Glowing one. Ideally, you won't need this patch, unless you already have Feral Nights installed on a pre-existing save file.
Patches - D.E.C.A.Y - Better Ghouls by Thumblesteen
(Files exist only for v1.6 of FGEP, NOT v1.7 - The Definitive Edition)
- For this, you will need the D.E.C.A.Y - Better Ghouls Patch available through the FGEP installer.
All I did for this one was carry over the changes D.E.C.A.Y. and it's patch makes and remove all of the Non-Half-Feral Ghouls from the leveled lists it changes.
Patches - FGEP - A Legendary Addition by Exoclyps
(Files exist for BOTH v1.6 of FGEP, AND v1.7 - The Definitive Edition)
I carried the changes that I made to the Half-Ghouls/Shamblers over to the legendary variant added by A Legendary Addition. I merged the Leveled List changes together, as well.
Patches - FGEP - A Legendary Addition - D.E.C.A.Y - Better Ghouls - 3 Way Patch
(Files exist only for v1.6 of FGEP, NOT v1.7 - The Definitive Edition)
- For this, you will need the D.E.C.A.Y - Better Ghouls Patch available through the FGEP installer.
These two mods conflict, so I made a 3 way version of the patch between them. ONLY use this one if you have both of these mods, as well as FGEP - A Legendary Addition.

Conflicting Mods
This mod will conflict with most mods that alter Ghouls and their Leveled Lists.
- Sim Settlements 2 and Chapter 2 will conflict with D.E.C.A.Y., and by extension it's patch here, but should work fine with FGEP and every other file here. (Use DECAY Redux by WhiskyTangoFawks to get around this compatibility)
- Anatomically Correct Feral Ghouls should work correctly on most, if not all of the FGEP Ferals, as long as they use the vanilla skins, that is.
- Fallout 3 - NV Feral Ghouls Replacer might work with all of the FGEP Ferals, if they use vanilla skins, that is.
