Service delivery a challenge in this country. It is therefore critical that different models are considered and not continue to do the same thing and expect different results. The current approach of municipalities not collecting revenue or using water and sanitation related revenue for other cost centres instead of paying water boards is unsustainable. Municipalities continue to receive water and sanitation grants without improving their infrastructure or even their revenue collection efforts. This is not to rule our the economic pressures suffered by citizens. In supporting the current Public Private Partnership, Rand Water a member of AWSISA has developed a new progressive model, Public Public Partnership. This model is through a joint company between a water board and a municipal. The model is underpinned by the following: 1. Establishment of a Special Purpose Vehicle (SPV) between a municipality and a water board. 2. The water board acquiring majority shares of the SPV 2. Ring fencing of water and sanitation operations and revenue. 3. Appointment of a professional boards and personnel 4. Utilization of water Board's balance sheet to raise capital in the market 5. Ring fencing of water and sanitation related grants. 6. Consideration of water and sanitation related municipal equitable share to be paid to the SPV. 7.Signing a service level agreement between SPV and Municipality Rand Water and Emfuleni Local Municipality are intending to launch this model by the end of October 2024. Three municipalities in Gauteng, one in the Free State and in Mpumalanga have expressed their interest to be part of this model with Rand Water. Many others have approach AWSISA to be briefed on the model. The DWS led by the Director General supports this model and has been leading the consultation process with National Treasury. Members of AWSISA have been exposed to this model and some are already engaging with municipalities to explore the SPV model. AWSISA will be presenting the SPV model to the Water and Sanitation Portfolio Committee as a viable solution to mitigating against the collapse of municipalities which is already materializing thus impacting on the sustainability of Water Boards and threatening water security in the country. https://lnkd.in/dNd4czED
