On Monday Oxford Economics Africa showcased their latest research at the Beer Tax Indaba where they explained the outcomes of a research study that seeks to understand the interaction between a historically high-inflation environment and unpredictable excise taxes in South Africa. Deon Fourie highlighted that beer producers face a high-cost environment and consumers enduring higher prices the macroeconomic environment remains tough. Furthermore, the South African excise tax burden on beer has exceeded Government targets, due to a long-term trend of above inflation excise tax increases, adding additional strain to beer producers and consumers. Our recommendation is that the Government should consider adjusting its excise regime on beer to better support the excise principles that it purports, the interactions that beer producers and consumers have with the broader macroeconomic environment, and the long-term impact of fiscal receipts.   Naadirah Grimsel-Gradwell echoed the sentiments of the research by providing how The South African Breweries has interacted with the current economic environment. “Over the last year, the beer industry has grown by less than 1%, in macroeconomic conditions that still remain constrained for producers and consumers. An excise tax environment that is anchored in certainty ensures that the tax environment does not add additional strain. This would require that excise adjustments be anchored in line with projected inflation, and a deep consideration by the Government to apply a 3-year outlook of the adjustment during the MTBPS.”   Key tax policy insights were provided by KEITH ENGEL, CEO of the South African Institute of Taxation (SAIT), who added critical perspectives on how tax certainty can still be achieved without overlooking the economic impact of the beer industry or the fiscal ambitions of the Government: “the degree of discretion that is applied in the excise tax in South Africa needs to really be examined. If other countries as shown by the Oxford Study have been able to automate the excise adjustment, then it's possible to do the same in SA. Revenues should be a priority for the State but this needs to be counterbalanced with an understanding that it shouldn’t come at the cost of jobs or providing predictability in taxes.”   SAB continues to have strong economic multipliers in the South African economy. Taxing for growth through the provision of excise tax certainty is an enabling lever to allow the beer industry to do just that. We recently had the pleasure of hosting Ingrid De Ryck (she/her), our Chief Sustainability Officer, along with the Ministry of Electricity & Energy at our Rosslyn Brewery. The meeting was a great success as we delved into our energy utilization strategies and sustainability goals. The Electricity Ministry shared their impressive efforts in turning around the energy crisis and outlined their exciting future plans.
