📢 Shushan Doydoyan, the President of the Freedom of Information Center, today presented Armenia's experience during the webinar titled "Leveraging the OGP to promote information integrity and media freedom". 📌 The President of the FOICA presented the concept and action plan for combating disinformation, highlighting its three key pillars. 🔴 Doydoyan also presented several recommendations that could contribute to the development of media freedom and information integrity both in Armenia and globally. ➡️ Full provision of access to information: Governments must ensure the realization of the public's right to access factual, accurate and comprehensive information. ➡️ Development of media literacy and artificial intelligence literacy: These should be an integral part of the general educational system to equip citizens with the necessary tools to counter disinformation. ➡️ Strengthening the role of public broadcasters: Public media should lead in providing factual, reliable, and quality information. ➡️ Promoting transparency of media ownership. ➡️ Ensuring the financial sustainability of independent media: This issue has become especially urgent following the freeze of USAID funding. ➡️ Creating new forms of collaboration. 🔎📃❓ Obtaining #information about #grants and #subsidies provided from the state budget was a new #quest for FOICA. 📌 Back in January, FOICA requested comprehensive information on grants and subsidies from the Office of the Prime Minister of Armenia and 12 ministries. 📢 This research revealed significant issues in the allocation process of state budget grants, as transparency and accountability are not ensured, nor is public participation in decision-making. ➡️ Although we received responses from all institutions, only the Ministry of Defense and the Ministry of Finance provided #complete_information. 🔴 The Prime Minister’s Office and the Ministry of Health only provided a reference to the government's decision on grant allocation and a link to the Public Procurement website. However, FOICA had requested the full list of grants and subsidies, including the names of recipient organizations, the purpose, duration, and amount of funding. ‼️ As a result, FOICA had to conduct an additional review of the contracts published under grant procedures in the Public Procurement electronic system. It turned out that a significant portion of the official responses provided to FOICA #did_not_match the data available in this system. 📌 More details can be found via the link in the comments.

📢 State bodies fail to properly comply with the legal requirement for publishing freedom of information statistics 🔴 Responses to 25 information requests sent by the FOICA reveal that as of 2024, only 18 state agencies have published their annual statistics on information requests. ❌ The FOICA has recorded that over 30% of the bodies that published statistics did not comply with the requirements of the Freedom of Information Law, as they failed to disclose the grounds for request denials. ‼️ Moreover, the annual statistics on requests published on state agencies' official websites are difficult to compare and compile into a single dataset. This lack of a unified format prevents them from serving their intended purpose. 🟢 As early as 2021, the Freedom of Information Center developed and provided state agencies with a #unified template for publishing FOI request statistics. 📢 In 2024, out of the 12 ministries of Armenia, only 3 have actually operated Public Councils Adjunct to the Minister. 🔴 Based on the responses to FOICA’s requests sent to the ministries on January 13, it was revealed that in 2024, meetings were held only by the Public Councils Adjunct to the Minister of the following three ministries: ✅ Ministry of Labor and Social Affairs of Armenia, ✅ Ministry of Education, Science, Culture, and Sports of Armenia, ✅ Ministry of Health of Armenia. According to the responses: ➡️❌ The Public Councils Adjunct to the Minister of Finance has not been operational, as there was no need for its formation. ➡️❌ The Public Councils Adjunct to the Minister of High-Tech Industry was dissolved by the minister’s order and has not been re-established. ⁉️ To find out what issues were discussed by the Public Councils Adjunct to the Minister and when, check the link in the comments. ‼️ Reminder: According to the Government’s decision of December 27, 2018, new Public Councils Adjunct to the Minister were supposed to be established by February 2019.
