RECHARGE is a non-profit association representing the multifold interests of the advanced rechargeable and lithium battery industry in Europe. Founded in 1998, it is our mission to promote advanced rechargeable batteries as a technology that will contribute to a more sustainable society, a resource and energy efficient policy and to the achievement of a green circular economy. RECHARGE’s unique membership covers all aspects of the advanced rechargeable batteries value chain in Europe: from suppliers of primary and secondary raw materials to the battery industry, rechargeable battery manufactures, to original equipment manufacturers (OEMs), logistic partners and battery recyclers.   • Europe has an Automotive Industrial Action Plan! 👏 RECHARGE is pleased to have been actively involved and invited to be heard in the Strategic Dialogue which led to the Action Plan - recognizing the importance of the voice of the battery value chain. The holistic view as recommended in the Draghi report has been positively applied. In particular RECHARGE welcomes the "Made in Europe" requirements, the battery package promoting domestic production and measures to create a secure and competitive supply chain for battery raw materials. “Recharge welcomes the Automotive Action Plan put forward by the Commission. Its holistic approach includes measures which shall help create in the EU a competitive EV battery industry along with its supply chain. It recognizes that the competitiveness of our automotive industry is intertwined with a successful and prosperous European battery value chain. Recharge will continue to engage in a constructive dialogue with policy makers and stakeholders to ensure these measures are implemented successfully and will deliver on their objectives", states Patrick de Metz, Chairman, RECHARGE.   • Only one week after the Automotive Action Plan was presented, we reached today at what needs to become a turning point with the bankruptcy filing of Northvolt. 🪫 🚨 ‼️ Now, urgent EU action to level the playing field is needed more than ever. The nascent European EV battery industry cannot survive amid aggressive low-price, state-sponsored competition from non-EU actors. Several of the measures under the Automotive Action Plan address these challenges and now it is about turning those measures into concrete actions with determination and urgency. 🚨 ‼️ The European automotive industry can only remain a global leader and become truly competitive in the EV segment if a strong, resilient European battery value chain is established.     🇪🇺🔋♻️ New Battery Waste Codes: Boosting Circularity and Critical Raw Materials Introduction and Background 👇 🟢 The EU has updated the List of Waste to improve the classification and management of battery-related waste, ensuring better recycling, environmental protection, and strategic resource retention. 🟢 These changes are essential for keeping critical raw materials in the European economy, strengthening the circular economy, and fostering innovation in the automotive sector. Key Updates and Impact 👇 🟢 Stronger Circular Economy for Batteries - Batteries are essential for sustainable mobility and climate neutrality by 2050 - New waste codes will ensure better tracking, recycling, and handling of key battery components 🟢 Black Mass Now Classified as Hazardous Waste: Black mass (shredded battery waste) is a key material in EV battery recycling, its classification as hazardous waste will: - Improve waste management and shipment control under the Basel Convention. - Ban exports to non-OECD countries, keeping raw materials in the EU. - Strengthen the EU’s strategic autonomy and supply chain resilience. 🟢 New Battery Waste Codes Introduced - Waste from battery manufacturing - Waste from post-consumer batteries. - Intermediate fractions from battery recycling, including lithium-based materials - New classifications for lithium-based, nickel-based, zinc-based, sodium-sulfur, and alkaline waste batteries as hazardous. 🟢 Better Environmental & Health Protections - Proper handling of battery waste will reduce environmental risks and ensure compliance with stricter recycling efficiency standards - Supports EU targets on recycled content in new batteries.   • 📣 One year after the launch of the #AntwerpDeclaration, 400 business leaders, industry and worker representatives from across Europe met in Antwerp to discuss the just-published #CleanIndustrialDeal with Commission President Ursula von der Leyen. The message is clear: #DelivertheDeal ⌛ It's time for EU and Member State Leaders to act: Ahead of the European Council meeting in March, we are calling on EU Heads of State to take urgent action across all EU Member States without delay. To restore Europe’s prosperity, we need urgent action to: ✅Strengthen competitiveness ✅Implement the EU Green Deal ✅Restore the business case for investments in Europe ✅Safeguard high-quality jobs The time for strategies and discussions is over—now is the time to act.   • Today the European Commission presented two key initiatives contributing to increase competitiveness and resilience in Europe’s energy transition value chains. RECHARGE welcomes this highly expected Clean Industrial Deal as well as the First Omnibus Package. 👏 We have seen an important first step to delivering the new plan for Europe’s sustainable prosperity and competitiveness. 💡 In alignment with the objectives of the Clean Industrial Deal, RECHARGE calls for the EU to set ambitious conditions to enable the industry to scale up and enhance its competitiveness. Through a resilient battery ecosystem, the EU’s clean tech and automotive sectors can leverage opportunities for technological sovereignty, independence and competitiveness. In this context, RECHARGE recommends three key short-term policy actions: 🔋 Creation of financial incentives to accelerate EU investments in the upscaling of strategic projects 🔋 Strengthening demand pull for batteries and EVs produced in Europe 🔋 Establishment of fair competition and international relations to protect the nascent European battery industry 💡 Harmonising Due Diligence requirements across regulations is essential to create a unified framework that allows businesses to comply efficiently without duplication. This harmonisation is a key factor in enhancing the competitiveness of the battery industry, further driving industrialisation and economic growth in Europe. RECHARGE calls for the inclusion of the Due Diligence requirements of the EU Batteries Regulation (Chapter VII) in the scope of the Omnibus package to relieve companies' administrative burdens.     Supporting the growth of a European Battery Value Chain: Policy, Strategy, Market Intelligence

    Thank you and merci, Stéphane Séjourné and Arthur Corbin for the invitation to RECHARGE and many of our members representing the entire battery value chain to listen discuss about how a domestic supply chain can support the transition to electrification of the European automotive industry! 2025 will truly be a make – or break point for the still infant European Battery industry, with many of our European grown champions struggling for survival. And Europe's struggle to secure local manufacturing of batteries and materials poses a significant risk for a future of our automotive industry! The battery and electric vehicles (EVs) industry share the same future and we need urgent action to safeguard and create jobs, enable technological innovations and decrease dependencies! So, what do need to stay on course? Perservance and faith in Europe’s ability to scale up! Europe needs to stay on course, not only for the decarbonisation targets but also for a wholistic and sustained support for the ramping of our current battery projects – if we do not manage to master the mass production of cells today- we cannot expect to be ready for the next-gen batteries! Europe needs urgently to develop all-encompassing industrial policy “from research to competitiveness” like other business regions if we want to succeed. CAPEX is important to get started but production support for the battery industry during the ramp-up phase is what is needed now! We cannot afford to get lost in lengthy and complex application procedures, time of the essence in this global competition and access to funds needs to be simple and fast! To stimulate the EV demand we need to re-ignite consumer and investor trust for the shift to electrification! The future is electric and by creating a strong market for sustainably made batteries and EVs in Europe we foster innovation, maintain and create new business opportunities and jobs whilst decreasing our dependencies and mitigate possible supply chain disruptions. For this we need careful and staged introduction of local content requirements- based on circular, resilience, including cybersecurity criteria where relevant- developed in dialogue with industry to have realistic yet ambitious targets. Diversification and circularity are essential to create resilient supply chains. We both need to boost our domestic projects for battery materials from mine to refineries, and then make sure to close the loop!
