The International Carbon Action Partnership (ICAP) is an international forum for governments and public authorities that have implemented or are planning to implement emissions trading systems (ETS). ICAP facilitates cooperation between countries, sub-national jurisdictions and supranational institutions that have established or are actively pursuing carbon markets through mandatory cap and trade systems. The work of ICAP focuses on the three pillars of technical dialogue, ETS knowledge sharing and capacity building activities. ICAP’s objectives are to: • Highlight emissions trading as a key policy tool to address climate change. • Facilitate the development, implementation, and refinement of ETSs around the world. • Build and strengthen partnerships amongst governments to share best practices and lessons learned. The partnership currently counts 34 full members and 8 observers.

    🎊 Welcoming our new Humboldt Fellow 🎊 We will be welcoming Pilar Salazar, our new International Climate Protection Fellow (#ICPFellows) from the Alexander von Humboldt Foundation to the ICAP team in Berlin! From March 2025 to February 2026, Pilar will be joining us for a one-year research project, which focuses on identifying entry points in the European Union’s Emissions Trading System (#ETS) for climate adaptation and exploring ways to mobilize finance for climate adaptation efforts. Coming from Mexico and currently pursuing a PhD in Sustainability Sciences at UNAM, Pilar brings a wealth of experience.   • 🇬🇧 𝗜𝗖𝗔𝗣 𝗮𝘁 𝗖𝗮𝗿𝗯𝗼𝗻 𝗙𝗼𝗿𝘄𝗮𝗿𝗱 𝗘𝘅𝗽𝗼 𝟮𝟬𝟮𝟰 This Tuesday in London, our Senior Carbon Market Expert Lewis Stevens, had the privilege of moderating an insightful morning session on Global Carbon Markets & Finance at the Carbon Forward Expo 2024. Carbon Forward provided an excellent platform to discuss major trends and challenges in carbon markets with key players across various regions. Lewis moderated four key sessions: 1️⃣ Global Carbon Markets - A focus on 𝗧𝘂𝗿𝗸𝗶𝘆𝗲 followed by 𝗔𝗳𝗿𝗶𝗰𝗮 and 𝗠𝗘𝗡𝗔 Exploring how ETS development in these regions is progressing and the impact of drivers like the EU’s CBAM. 2️⃣ Insights from 𝗔𝘂𝘀𝘁𝗿𝗮𝗹𝗶𝗮 & 𝗡𝗲𝘄 𝗭𝗲𝗮𝗹𝗮𝗻𝗱 Discussions focused on the Safeguard Mechanism in Australia and reforms in New Zealand’s ETS, addressing compliance and market dynamics. 3️⃣ Exploring 𝗔𝘀𝗶𝗮𝗻 Carbon Markets Conversation centered around the regulatory landscape in countries like India, Indonesia, and Malaysia, and Singapore’s leadership in bilateral Article 6 agreements. 4️⃣ Navigating 𝗡𝗼𝗿𝘁𝗵 𝗔𝗺𝗲𝗿𝗶𝗰𝗮’s Carbon Markets Reviews on the reforms in WCI, RGGI, and potential challenges in Washington and Canada’s carbon pricing frameworks.     𝗞𝗲𝘆 𝗘𝗧𝗦 𝗧𝗮𝗸𝗲𝗮𝘄𝗮𝘆𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗡𝗼𝗿𝘁𝗵 𝗔𝗺𝗲𝗿𝗶𝗰𝗮 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗦𝘂𝗺𝗺𝗶𝘁 𝟮𝟬𝟮𝟰 💡 North American compliance markets are evolving rapidly, with exciting changes ahead! Here are some key takeaways from the #NACS2024 on the region’s carbon market landscape: 📢 𝗪𝗮𝘀𝗵𝗶𝗻𝗴𝘁𝗼𝗻, 𝗖𝗮𝗹𝗶𝗳𝗼𝗿𝗻𝗶𝗮, 𝗮𝗻𝗱 𝗤𝘂𝗲𝗯𝗲𝗰 issued a joint statement signalling their interest in formally starting their linkage agreement discussions! 🗳️ 𝗪𝗮𝘀𝗵𝗶𝗻𝗴𝘁𝗼𝗻 𝗦𝘁𝗮𝘁𝗲 faces a ballot vote on the future of its ETS on the same day as the US election. While there is optimism with ongoing rulemaking to better align the program with California and Quebec, if the ballot passes, Washington may have to dismantle its system. 📑 𝗖𝗮𝗹𝗶𝗳𝗼𝗿𝗻𝗶𝗮 𝗮𝗻𝗱 𝗤𝘂𝗲𝗯𝗲𝗰 are gearing up to update their systems, with new rule proposals expected in the future. 🏙️ 𝗡𝗲𝘄 𝗬𝗼𝗿𝗸 𝗦𝘁𝗮𝘁𝗲 is advancing the development of its state-level, economy-wide ETS. Big news is expected by the end of the year or early next, with NYS planning to use the WCI platform to administer its system. 🗣️ 𝗢𝗿𝗲𝗴𝗼𝗻 is working to reinstate its ETS after legal challenges, with a crucial month of public feedback ahead before submitting the plan to the Oregon Environmental Quality Commission in November. 🔄 𝗖𝗼𝗹𝗼𝗿𝗮𝗱𝗼 is set to establish its credit trading system by December 2024 and is considering expanding the scope to cover midstream oil-and-gas facilities. 📉 𝗥𝗚𝗚𝗜's third program review includes more ambitious proposals as well as different cap trajectories for the system and an expanded cost containment reserve on the horizon.     🌎 NACS 2024: A Successful Gathering of Climate Leaders! 🌎 🤝 It was a true pleasure for ICAP to partner with IETA for the North America Climate Summit 2024 (#NACS2024) during New York Climate Week. This year's event brought together key players from across the carbon markets landscape, and we were thrilled to see such strong representation from ICAP Members in North America. NACS is quickly becoming a highlight of the year where we not only engage in deep discussions but also connect in person with many of our members, making this event truly special. 🗓️ We were proud to curate and moderate two insightful sessions: States Leading the Charge: Spotlight on US Compliance Carbon Markets by Trevor Laroche-Theune, and Trade Tensions: Carbon, Competitiveness, and Border Adjustments by Stefano De Clara. 🔄 In addition, ICAP took the opportunity to convene a close-door roundtable, bringing together our Members, private sector stakeholders, and experts to discuss key developments in ETS across North America.     🌍✨ 𝗛𝗼𝗻𝗼𝗿𝗲𝗱 𝘁𝗼 𝗕𝗲 𝗮 𝗣𝗮𝗿𝘁 𝗼𝗳 𝗧𝗵𝗶𝘀 𝗖𝗿𝘂𝗰𝗶𝗮𝗹 𝗖𝗼𝗻𝘃𝗲𝗿𝘀𝗮𝘁𝗶𝗼𝗻 It was a real pleasure to participate as a panelist at the Capacity-building Alliance of Sustainable Investment (CASI) Sustainability Forum alongside such insightful speakers as Calvin Quek, Luyue Tan, Marcello Contestabile, and Anton Tsvetov. Huge thanks to CASI for the invitation and the warm hospitality! 🤝 From the International Carbon Action Partnership (ICAP), we are always eager to collaborate with initiatives building capacity in the Global South, and it was great to explore how carbon markets can play a pivotal role in unlocking sustainability potential in the MENA region. 🌱 𝙒𝙝𝙮 𝙈𝙀𝙉𝘼 𝙈𝙖𝙩𝙩𝙚𝙧𝙨: The Middle East is at a crossroads, actively transitioning from traditional energy sources like oil and gas toward sustainable alternatives such as solar and wind. With sectors like transportation, steel, and chemicals undergoing a green transformation, the region is poised to make significant contributions to global decarbonization. 𝙒𝙝𝙖𝙩 𝙒𝙖𝙨 𝙩𝙝𝙚 𝙁𝙤𝙧𝙪𝙢 𝘼𝙗𝙤𝙪𝙩?The forum gathered experts from across the globe to discuss the financing and policies necessary to accelerate low-GHG transitions in energy and industry. Billions of dollars in investments are needed, and forums like this are essential for building the knowledge and partnerships required for green growth. 𝙒𝙝𝙖𝙩 𝙒𝙚 𝘿𝙞𝙨𝙘𝙪𝙨𝙨𝙚𝙙 𝙞𝙣 𝙊𝙪𝙧 𝙋𝙖𝙣𝙚𝙡: In our session on Carbon Trading as a Policy Lever, we focused on how carbon trading, both in compliance and voluntary markets, can act as a key tool for reducing emissions and supporting sustainable development. I had the opportunity to discuss how carbon trading mechanisms can help nations in the MENA region meet their climate goals, drive investment, and encourage economic diversification.   • 🌍 Yesterday, ICAP had the pleasure of welcoming a delegation from Türkiye for a dynamic exchange on emissions trading systems (#ETS). 🖇 During the visit, we shared insights on global ETS developments, as well as theory and practice of ETS linking around the world. The delegation provided an in-depth overview of Türkiye's progress in developing its own carbon market, highlighting the challenges and opportunities ahead.     🌏 India Takes Major Step Toward Carbon Market Implementation 🌏 In July 2024, India adopted key regulations for its upcoming compliance carbon market under the Carbon Credit Trading Scheme (CCTS). This marks a significant advancement in India's carbon pricing framework. 📊 Overseen by the Bureau of Energy Efficiency (BEE), the scheme will integrate sectors from the existing Perform, Achieve, and Trade (PAT) program, initially covering nine energy-intensive industries. ⚡🏭 The CCTS will operate as an intensity-based ‘baseline-and-credit’ system, allowing companies that exceed their emissions targets to trade carbon credit certificates (CCCs).
