The Global Offshore Wind Alliance (GOWA) has the ambition to create a global driving force for the uptake of offshore wind through political mobilisation and the creation of a global community of practice. Offshore wind is a vital tool in the race to net zero. The aim of GOWA is to support the goal of achieving a global offshore wind capacity of a minimum of 380 GW by 2030, with 35 GW on average each year across the 2020s and a minimum of 70 GW each year from 2030. GOWA was founded by Denmark, IRENA, and GWEC with the aim of helping governments across the world deliver the action to back up their offshore wind ambition. The collaboration of these three organisations has been critical in gaining the support of governments and visibility for industry. GOWA is recognised as the diplomatic vehicle for offshore wind and collectively advocates the benefits of offshore wind and convenes at key high-level forums including UNGA and COP. Since its launch at COP 27 in 2022 GOWA has grown to 30 members. 18 national governments, 2 sub-national governments and 8 across industry, NGO’s and multinational organisations. Bringing together key decision makers and stakeholders to unlock barriers to offshore deployment in market and cross-border. Our governmental members include Australia, Belgium, Colombia, California, Denmark, Germany, Ireland, Japan, the Netherlands, Norway, Panama, Portugal, Spain, the EU Commission, the United Kingdom, the United States of America and the State of Victoria (Aus). Our multi-stakeholder approach brings together expertise from the offshore wind industry, members include Corio Generation, SSE, CIP, Orsted, Vestas and Ramboll. Multi-national and CSO's members include the WBG and Ocean Conservancy. We look forward to welcoming others into the GOWA community as we continue to grow.   • GOWA Welcomes New Members at High-Level Event   We’re excited to announce that Papua New Guinea and Malta have officially joined the Global Offshore Wind Alliance (GOWA)! The addition of the two island nations was celebrated during the "Catalysing Global Offshore Wind Growth Through Strategic Partnerships" event at the #IRENA15A on the 13th of January.   This high-level gathering brought together leaders to discuss how to accelerate offshore wind deployment through strategic partnerships. The event highlighted the critical role of collaboration and knowledge sharing between developed and emerging markets in unlocking offshore wind’s potential, addressing financing challenges, and building resilient energy systems.   Speaking on the opportunities for emerging markets, Thomas Malcolm Opa, Minister of Petroleum and Energy of Papua New Guinea, emphasized, “Offshore wind has the potential to transform Papua New Guinea’s energy mix. By building capacity, strengthening policy frameworks, and collaborating for technology transfer, PNG can harness offshore wind and learn from global success stories.”   “Upon joining the Global Offshore Wind Alliance, Malta demonstrates its unwavering commitment to the global transition to offshore renewable energy, underpinned by Malta’s ambition to actively contribute to the international push for clean, sustainable energy solutions,” said Ambassador Maria Camilleri Calleja, Permanent Representative of Malta to the International Renewable Energy Agency.   Highlighting Brazil’s ambitions underscored by their new offshore wind law, Mariana Espécie, Special Advisor at the Ministry of Mines and Energy of Brazil, remarked during the event, “Brazil’s offshore wind law is the key to unlocking its immense potential. With over 103 projects in the pipeline and regulations set for 2025, we’re shaping a future powered by wind. By advancing marine spatial planning and green hydrogen laws, Brazil can drive industrial transformation, lower financing costs, and lead the low-carbon revolution.”   "Regulatory frameworks are only the start. To lead in offshore wind, we need decisive action now. Achieving 7-8 GW by 2026 isn’t just ambitious; it’s essential. Why not now? Why not here?", said Jung Kyungrok, Director General for Renewable Energy Policy, Ministry of Trade, Industry, and Energy of the Republic of Korea.   The addition of Papua New Guinea and Malta as new members reflects a growing global commitment to harness offshore wind energy for sustainable development and secure renewable energy.   Together, we are driving forward the mission to increase offshore wind deployment worldwide in support of the COP28 commitment of tripling global renewable energy generation capacity by 2030 to contribute to achieving the #ParisAgreement 1.5 ℃ goal.   #OffshoreWind #RenewableEnergy #ClimateAction #GOWA #EnergyTransition

    🇧🇷 “Parabens Brazil! The passing of the Offshore Wind Bill marks the birth of a new industry, with wind getting ready to be a key enabler for an era of green industrialisation in the country," says Global Wind Energy Council (GWEC) CEO Ben Backwell   “There are already around 100 applications for offshore wind projects in Brazil, which represents more than 230 GW of new, clean renewable power. Those projects demonstrate the scale of this bill for Brazil - it unlocks new jobs, rejuvenated industry and a renewed economy.    “The development of offshore wind will help Brazil reinforce its leadership in the energy transition.     Too much to summarise but I will try! Last week, I participated in the Global Wind Energy Council (GWEC) #OffshoreWind APAC Summit in South Korea, a region with immense offshore wind potential. Following #COP29 in Baku, the discussions with regional players on ground highlighted both the challenges and opportunities for scaling offshore wind in emerging markets. Liming Qiao Mark Hutchinson Audrey Pereira Esther Fang Wen At COP29, the commitment to triple renewable energy capacity by 2030 Bruce Douglas was reaffirmed, the summit fell short in addressing the needed finance and accountability mechanisms. The New Collective Quantified Goal (NCQG) of $300 billion annually offers a foundation but lacks the scale to deliver the necessary international support. Translating ambition into action will require a concerted focus on innovative financing and strong policy frameworks. I was pleased to host the Global Offshore Wind Alliance (GOWA) high-level roundtable and bilateral discussions on two critical themes: finance and supply chain development. These discussions saw participants emphasise the pivotal role of MDBs in de-risking offshore wind projects and coupling this with robust national frameworks and local institutional support to create the right conditions for successful market development. Thank you Gauri Singh Jonathan Cole Ben Backwell Rebecca Williams Danish Energy Agency In terms of supply chain development, the focus was on balancing local needs with regional collaboration to strengthen resilience and reduce vulnerabilities. Insights from other regions, such as the North Seas Energy Cooperation, demonstrated the value of aggregated approaches to address supply chain needs. South Korea is emerging as a leader, yet gaps in policy support, local acceptance and supply chain readiness persist. Panellists debated the steps needed to expedite the process from pilot projects to full-scale commercial deployments and shared the importance of regional collaboration to transforming the fragmented market into a cohesive force capable of scaling FOW projects. While challenges remain, the tools and expertise to address them are available.   • GOWA and GWEC High-Level Roundtable APAC Summit South Korea   Today, Global Offshore Wind Alliance (GOWA) co-hosted a high-level governmental roundtable at the APAC Wind Energy Summit in Incheon, South Korea, at the Global Wind Energy Council (GWEC) APAC Offshore Wind Summit 2024. The session opened with remarks from co-founders Ben Backwell, CEO, Global Wind Energy Council (GWEC) Gauri Singh, Deputy DG International Renewable Energy Agency (IRENA) and Stig Uffe Pedersen, Deputy DG, DEA Government of Denmark and Rebecca Williams, Deputy CEO, GWEC.   Co-chaired by Amisha Patel Head of Secretariat GOWA (Interim) and Jonathan Cole Chairman, GWEC and CEO, Corio Generation the roundtable focused on two key themes related to GOWA’s workstreams on Finance and Supply Chain in emerging offshore wind markets. The event brought together a mix of government leaders, industry experts, and financial stakeholders.   The discussions explored: The potential for scaling up the APAC offshore wind supply chain collaboratively, in key countries such as South Korea, Japan, Vietnam, Australia, the Philippines and India whilst stressing the benefits of economic efficiency and wind energy cost-competitiveness.   The importance of projects and successful auctions to enable project pipeline, volumes to encourage supply chain investment and build up was also highlighted.   Accelerating offshore wind financing in the APAC region, and the catalysts needed for the development of the first country level GW of offshore wind projects.   The discussion heard government representatives from Denmark, Belgium, and the UK share experiences from recent auctions and supply chain development strategies and regional collaboration efforts in the North Sea.   A huge thanks to all attendees for participating in an open and constructive exchange.   • Offshore Renewables at #COP29   Today at COP29 Azerbaijan's #Global Renewables Hub, Global Offshore Wind Alliance (GOWA) with International Renewable Energy Agency (IRENA) and Ocean Conservancy hosted a dialogue on "Pathways to Mitigation: The Role of Offshore Renewables in Achieving Global Climate Goals".   The event highlighted offshore renewable energy’s potential to deliver up to 35% in emissions reductions, and offshore’s crucial role in limiting global warming to 1.5°C by 2050.   Discussions focused on scaling offshore wind capacity to at least 380 GW by 2030 and integrating biodiversity outcomes into project designs to ensure that marine renewables enhance ecosystems.   Additionally, stakeholders explored the possibilities of mobilizing $10 billion in concessional finance to support a just and inclusive energy transition, especially in developing economies.   The session emphasized the need for supportive international actions to catalyze offshore renewables.   • GOWA’s Journey from COP27 to COP29   As COP29 Azerbaijan progresses, we are proud to share the significant strides the Global Offshore Wind Alliance (GOWA) has made since our establishment at COP27 three years ago. Founded by Denmark, the International Renewable Energy Agency (IRENA), and the Global Wind Energy Council (GWEC), GOWA began with nine governments and seven key stakeholders.   Today, GOWA has grown to include 21 member governments, including three subnational members, and eight stakeholders. And we anticipate welcoming additional members early next year.   Over the past three years, GOWA has participated in more than 10 interventions at major diplomatic events like COP, ensuring our initiatives align with global energy and climate objectives.   A significant focus has been on enhancing Nationally Determined Contributions (#NDCs) to better align with the Paris Agreement. Looking ahead, we are collaborating closely with industry and governments to elevate the ambition of the next round of NDCs by #COP30.   This week at #COP29, we saw the launch of the NDC Guidance Tool developed by our member Ocean Conservancy and supported and endorsed by GOWA. This toolkit is designed to help governments prioritize high-ambition NDCs through offshore wind and unlock investment and accelerate technology deployment.   With our three-year strategy and workplan in place, GOWA remains dedicated to driving the energy transition forward.
