  • Starting in 2028, all EU member states must report embodied carbon for major new building projects over 1,000 m². The Energy Performance of Buildings Directive (EPBD) is reshaping the industry — requiring whole-life carbon (WLC) reporting for larger buildings from 2028 and all new buildings from 2030, while also setting zero-emission standards for all new buildings. Publicly owned new buildings must meet zero-emission standards from 2028, with all new buildings following by 2030. These requirements will influence investment, procurement, and design decisions across the construction sector. WBCSD – World Business Council for Sustainable Development's new report, supported by Arup and other key partners, Achieving Net-Zero Buildings – Key Actions for Market Transformation, outlines a 12-step action plan for policymakers, businesses, and investors to accelerate decarbonization. 12 key steps to decarbonizing the property sector: - Create a national property sector decarbonization pathway - Develop a building-level assessment methodology and net-zero emissions targets - Build delivery supply chain capacity - Mandate disclosure of energy performance against net-zero thresholds - Mandate disclosure of the carbon impact of energy procurement - Establish a public engagement campaign to raise awareness - Set a mandatory energy and carbon performance floor for the public sector - Set a mandatory energy and carbon performance floor for all buildings - Adopt a consistent definition of net-zero emissions in building certifications - Mandate corporate disclosure to include building performance against net-zero thresholds - Include a requirement or incentive for net-zero emissions in financing mechanisms - Align government taxation and funding with performance against net-zero thresholds The report provides a clear framework for scaling up net-zero buildings through policy, financial incentives, and market mechanisms, with global case studies showing that the transition is already underway.     The lack of national regulations and/or policies remains the most limiting demand-side barrier to LCA progress. Buildings contribute 39% of global CO₂ emissions, yet much of the focus remains on operational carbon. But in reality a building’s carbon footprint starts long before its operations phase. According to the Organisation for Economic Co-operation and Development (OECD), a whole life-cycle approach is essential to tackling emissions from construction and materials. The EU’s recent regulatory push on carbon removals and the expansion of Low Carbon Building Initiative (LCBI) certification is setting the stage for new, science-based approaches to real estate decarbonization. The LCBI is setting voluntary carbon limits to drive decarbonization in real estate and construction.
