The Council of Europe Development Bank (CEB) is a multilateral development bank with a social vocation. Established on 16 April 1956 in order to bring solutions to the problems of refugees, its scope of action has progressively widened to other sectors of action directly contributing to strengthening social cohesion in Europe. The CEB represents a major instrument of the policy of solidarity in Europe: it uses its resources for the financing of social projects in order to help its 43 member states achieve sustainable and equitable growth.

  • 📍 Today, Vice-Governor Johannes M. Boehmer spoke on “Addressing homelessness in towns and cities” at a session of the Congress of Local and Regional Authorities of the Council of Europe.   🗨️ Speaking alongside Olivier De Schutter, UN Special Rapporteur on extreme poverty and human rights, the Vice-Governor emphasised that “the CEB is dedicated to scaling up its efforts and ensuring that combating homelessness remains a top priority. With continued collaboration, investment, and political support, we are confident that we can create lasting solutions and ensure that no individual is left without a home.”   🏘️ Since its inception, the CEB has been instrumental in funding major housing initiatives on the local, regional and national level such as in Berlin, Catalonia, and Slovenia, directly contributing to the creation of affordable housing and helping prevent homelessness. Our approach goes beyond just providing shelter; we integrate homelessness prevention within broader social inclusion strategies, such as vocational training, addressing the systemic issues that contribute to this crisis.   💶 The CEB facilitates sustainable, impactful projects by blending loans and grants. European financing programmes, such as #InvestEU, along with the support of multilateral development banks, can play a key role in unlocking additional funding for social housing and homelessness projects across Europe.

  • Notre Vice-Gouverneure Sandrine Gaudin a participé aujourd'hui au "Forum d'affaires pour les entreprises françaises avec des projets concrets pour l'Ukraine" organisé par la Direction générale du Trésor. 51 entreprises françaises étaient présentes, contribuant à l'effort de reconstruction et au développement économique de l'Ukraine. L'événement a permis d'échanger avec les institutions financières internationales et les agences françaises sur les mécanismes de financement disponibles pour soutenir les projets dans divers secteurs: énergie, construction, eau, santé et autres infrastructures essentielles. Depuis l’adhésion de l’Ukraine à la CEB en 2023, la CEB soutient les États voisins accueillant les réfugiés et intervient en Ukraine dans le domaine de la santé et du logement, notamment pour les personnes déplacées. 🙏 Un grand merci à la Direction Générale du Trésor pour cette initiative qui renforce la coopération économique franco-ukrainienne.   • 📣 2024 was another banner year for our trademark Social Inclusion Bonds (SIBs).   📍 Total issuances for SIBs, since their launch in 2017, exceeded €11 billion in 2024 and, with €2.8 billion in issuances in 2024, continued to represent a growing share of the Bank’s overall funding for the year – accounting for over 40% of the CEB’s borrowing. We also issued our largest ever euro SIB – €1.25 billion – in April 2024.   This financing helps the CEB fulfill our social mandate and achieve impact, including: ✔️ Improving access to education for nearly 3.6 million students ✔️ Enhancing the availability of affordable housing for more than 325,000 people ✔️ Establishing more than 68,000 hospital beds ✔️ Maintaining nearly 1.4 million jobs and creating over 71,000 new jobs   These results and more are captured in our new and improved Social Inclusion Bond Report 2024, out now!   👉 Read the full report: https://lnkd.in/eFiPZ_wJ Felix Grote Anne Flori Miia Palviainen Irene Bortolozzo

  • 📢 Today, CEB Vice-Governor Tomas Bocek concluded an mission to Slovenia, reaffirming the CEB’s long-standing and trusted partnership with the country in advancing social and affordable housing, social infrastructure and municipal development. 🏘️ Vice-Governor Boček joined Prime Minister Robert Golob, Minister of Finance Klemen Boštjančič, and Minister of Solidarity-Based Future Simon Maljevac at the inauguration of the Podbreznik Housing Development in Novo Mesto—a flagship initiative co-financed by the CEB and EU funds in partnership with the National Housing Fund. ✔️ In the talks with Prime Minister Golob, Minister Boštjančič, Minister Maljevac, and leadership from the Housing Fund, Pension and Real Estate Fund, and SID Banka, discussions focused on strengthening cooperation in social and affordable housing, social infrastructure, urban security, microfinance and municipal investments. ✔️ The Vice-Governor also met with Mayor Zoran Janković of Ljubljana and Mayor Gregor Macedoni of Novo Mesto, exploring opportunities to collaborate with Slovenian cities through tailored CEB financial instruments for strategic housing and infrastructure projects. 🤝 The CEB remains committed to supporting Slovenia’s national and local efforts in advancing resilient, inclusive and sustainable communities.   • 🗨️ “Providing safe, secure and affordable housing isn’t just a matter of justice; it’s a fundamental building block for social inclusion and economic stability and growth. Every home we build is an investment in a stronger, more resilient future, ensuring that no one is left behind,” emphasised CEB Vice-Governor Tomas Bocek at the official opening of the Novo Mesto Housing Development, delivered in partnership with the Housing Fund of the Republic of Slovenia (Stanovanjski sklad RS). 📍 The newly inaugurated Podbreznik housing project stands as a flagship example of the CEB’s long-standing support to Slovenia’s social and affordable housing sector. The development includes 103 public rental housing units across three multi-apartment buildings, built in line with sustainability and energy efficiency standards to ensure quality living at low operational costs. 💶 The €18.1 million project has been co-financed by a €7.6 million loan from CEB and €600,000 from the EU Recovery and Resilience Facility, demonstrating the impact of joint European action on the ground. ✔️ To date, the CEB has committed over €120 million in loans to the National Housing Fund, supporting the delivery of 1,800 housing units across 13 locations throughout Slovenia. 🏘️ As demand for affordable and sustainable homes continues to grow, the CEB remains fully committed to supporting all housing stakeholders—national and municipal—with financial instruments, advisory services and tailored technical assistance. 🤝 Vice-Governor Boček had the honour of opening the Podbreznik project alongside Prime Minister Robert Golob, Minister of Solidarity-Based Future, Simon Maljevac and Minister of Finance Klemen Boštjančič.
