Beyond its thematic priorities, the Austrian-Liechtenstein EUSALP co-presidency will be dedicated to a number of institutional or governance priorities. First and foremost, it will continue steering the process of revision of the EUSALP 🔎 , but also improve the steering and focussing of the strategy 🎯 , strive to ensure the technical support beyond 2025 🚀 , further strengthen #Youth Participation within the strategy and achieve an ever closer cooperation with the Interreg Alpine Space Programme and the Alpine Convention 🤝 . The EU Territorial Agenda's ambition to create a future worth living for all places is particularly relevant in the Alpine region 🏔️👨👨👧👧🏘️. However, regional differences in development are very pronounced in the Alps, structured on a small scale, and face major challenges due to specific geographical factors 🗺️. Both, the work of the Action Groups and the different specialised policies and political priorities at EU level, have an impact on land use and spatial development. At the same time, the specific natural, cultural, geographical, demographic and economic characteristics of the macro-region provide a framework for the implementation of specialised policy objectives at various levels📜. The Austrian-Liechtenstein co-presidency would therefore like to identify and discuss territorial challenges for the content-related strategic orientation of the EUSALP on the one hand, and on the other hand to contribute to expanding institutional solution expertise with regard to accelerated transformation processes with an impact on the region through cooperation. Amongst others, the EUSALP co-presidency will provide you regularly with an inspiring “map of the week” on social media, an expert’s seminar on spatial planning and development in the Alps and a state-of-the-territory report to inspire discussions about the future of EUSALP as a joint territory of 48 regions in 7 states .  This cross-cutting priority of the co-presidency will be coordinated by the Austrian Federal Ministry of Agriculture, Forestry, Regions and Water Management. The first ARL Lunch Talk in 2025: 🏞️ Challenges of Governance and Research on Second Homes in the Alps 📣 05 February 2025, 13:00-14:00 (CET), online Second homes are a widespread phenomenon in many parts of the Alpine region. In some places, they are welcomed as second home owners bring capital and life to the villages. Elsewhere, they are criticised because they lead to increasing land consumption as well as housing prices, and the owners tend to remain anonymous. This complex phenomenon does not allow for simple answers and is a matter for both scientific research and spatial planning governance. The ARL European Working Group AlpPlan (alpine spatial planning network) aims to explore this topic by gathering two renowned experts for an ARL Lunch talk to discuss current and future challenges in this field: Quentin Drouet (Université Savoie Mont Blanc, France) will present current trends in the spatial development of second homes in the Alpine region as well as a characterisation of dwelling uses, housing uses and the heterogeneous profile of second home owners. The presentation will also highlight controversies on the competitive housing market, using a comparative approach to the main current policy regulations on second homes in the different Alpine countries. Prof. Dr. Dieter K. Müller (Umeå University, Sweden) will deliver a presentation on the nexus of tourism, mobilities and second Homes. Second homes are at the intersection of tourism and migration and form an important part of the accommodation supply in many destination communities. The recent pandemic and new spatially flexible living arrangements have led to a new boom for second homes, challenging both theoretical assumptions and administrative practices. Transformation of the construction industry: Circular construction and renovation 🔄🚀. With the #EuropeanGreenDeal, the EU Member States have decided that #Europe should become #climate-neutral by 2050. The economy is also to be completely converted to circular principles by then. The construction environment has a significant impact on many sectors of the economy, local jobs and quality of life. It requires enormous resources and is responsible for around 50% of all raw material extraction. The construction industry accounts for over 35% of the total waste generated in the EU🏗️ . The Alpine region has a long tradition of sustainable construction and a large number of innovative and visionary architects, companies and building owners. This potential can be used to make the Alpine region a model region for circular construction. The Austrian-Liechtenstein EUSALP co-presidency will therefore set a focus on cooperation between Alpine States and Regions in this field in order to better understand and address the challenges of the required transformation of the construction sector, reaching from methods of circularity, building materials, required professional skills and trainings to potential funding mechanisms 🏗️💸 ✏️ . Energy transition: Future-proof and sustainable establishment of renewable energies. ⚡️♻️🔋☀️🛰️ Switching to renewable energy sources, reduces resource consumption, cuts energy imports, reduces energy-related emissions, creates high-quality, future-oriented jobs and promotes security of supply and technical innovation. Energy generation was responsible for 27% of greenhouse gases in the EU in 2022.🏭💨 There is therefore both a great need for action in this sector and enormous economic potential for successfully managing the energy transition. However, the expansion of renewable energies is currently still facing various obstacles that need to be overcome in order to accelerate the transformation process: from minimising the blackout risk to the necessary balancing of different legal requirements with regard to the use of resources for energy generation, just to mention a few. Also the acceptance of measures by the population is crucial. These questions will be addressed and solutions through better cooperation in the Alpine Region will be sought for during the Austrian-Liechtenstein EUSALP co-presidency in 2025. This co-presidency priority will be coordinated by the Austrian Regions of Carinthia and Vorarlberg. Mobility transition: sustainable, energy-efficient, multimodal. Transport and mobility are key issues for the sustainable development of the Alpine region🌍, particularly due to its geographical and topographical features. It is important to bear in mind that the Alps are simultaneously a transit, living and natural environment. 🎯 The challenge is to achieve a clear balance between these different functions in the light of the climate and biodiversity crisis. The transport sector was responsible for almost 26% of CO2 emissions at EU level in 2022. One of the aims of the #EUGreenDeal for this sector is to introduce more environmentally friendly, cheaper and healthier forms of personal and public transport 💡 . Moreover, the transport sector plays a central role in the "#Fitfor55" package and the goal of reducing emissions in the EU by at least 55% by 2030. In addition, sustainable mobility and accessibility - particularly in remote regions - are key factors to social inclusion and to protecting the population and nature against harmful emissions. 🤝 The Austrian-Liechtenstein EUSALP Co-presidency will therefore seek to improve #cooperation between the #Alpine States and #Regions to make better use of existing rail infrastructure, development of innovative mobility solutions and to make our transport infrastructure more resilient to climate change. On January 1st 2025 #Austria and #Liechtenstein took over the EUSALP Presidency for one year. This year will not only mark 10 years of EUSALP, but also be the first time that two countries take over the EUSALP Presidency together. The co-presidency by Austria and Liechtenstein is a symbol for cooperation within the Alpine Region and will showcase and spark the potential of cooperation between the Alpine States and Regions. The Alpine Region is facing important transformation processes to keep its extraordinary natural assets, maintain its outstanding quality of life and to also remain one of the European powerhouses. Energy transition, mobility transition and the transformation of the construction industry towards circularity are amongst these main transformation challenges and can only be accomplished in cooperation of all alpine states and regions. “Cooperation empowers transformation” will therefore be the motto of the Austrian-Liechtenstein co-presidency.
