About us
We regulate and influence the oil, gas and carbon storage industries. We help drive North Sea energy transition, realising the significant potential of the UK Continental Shelf as a critical energy and carbon abatement resource. We hold industry to account on halving upstream emissions by 2030. We work with government, industry and other regulators to accelerate the move to net zero while meeting the UK’s energy demand and security. We perform an effective net zero test and will not approve developments unless they pass it. We aim to be a value creator in everything we do, encouraging and enabling economic benefit and job creation across the UK. We drive greater efficiency through inclusive leadership, data, analysis, stewardship and the use of our powers.

The North Sea’s exciting future as a clean energy powerhouse which generates investment, jobs and economic growth for decades was the focus of a key meeting between the UK government, industry and regulators today. Members of the North Sea Transition Forum, which sets the strategic direction for the oil and gas industry, discussed, in particular, the government consultation on ways of fostering a world-leading offshore clean energy industry. Michael Shanks MP, Minister of State for Energy Security and Net Zero, UK and Scottish government officials and industry chiefs took part in the forum, organised by the North Sea Transition Authority (NSTA). On 5 March, the government started seeking views on its vision for the North Sea’s clean energy future, which aims to seize tremendous opportunities created by wind, carbon capture and hydrogen – and deliver a managed and sustainable transition for the oil and gas sector and its workforce. The NSTA’s role in helping the government implement its plans also forms part of the consultation. Stuart Payne CBE, NSTA Chief Executive, said: “The North Sea’s immense energy and decarbonisation resources give the UK an opportunity to chart its own course through the transition, driving investment and job creation along the way. Transformation on this scale is never straightforward, but through dialogue, collaboration and effective planning, we can arrive at the future we want and even accelerate the process.” Read the announcement in full, here: https://lnkd.in/eqyknD3A Department for Energy Security and Net Zero The Scottish Government Simon Roddy David Whitehouse Sarah Moore #energytransition #energy #ccs #hydrogen #oilgas #offshorewind #netzero

Flaring and venting remain significant sources of emissions, accounting for around 20% of UKCS oil and gas emissions. With the North Sea Transition Deal aiming to eliminate routine flaring and venting by 2030, attention is turning to reducing non-routine and emergency emissions. ⬇️ Our latest technology roadmap, developed in partnership with the North Sea Transition Authority (NSTA), profiles 50+ emissions reduction technologies, including several designed to tackle flaring and venting—a key priority in the drive to cut greenhouse gas emissions. As the NSTA enhances transparency, including publishing data on routinely flaring assets, the urgency for rapid technology deployment has never been greater. 🌍 Explore the report to see how innovation is making an impact: https://lnkd.in/dA49_RFG

The NSTA and partners are in the running for a hat-trick of prestigious prizes at the fifth annual British Data Awards, a celebration of the UK’s data success stories. The NSTA is proud to have made the final shortlist for the Best Place to Work in Data and Public Sector Organisation of the Year awards. Meanwhile, the Offshore Energy Digital Strategy Group (DSG) is a finalist in the Data Partnership of the Year category. Chaired by the NSTA, the DSG’s members include Crown Estate Scotland, Marine Management Organisation, the Marine Scotland Directorate of the The Scottish Government, Ofgem and The Crown Estate. The winners will be announced at a ceremony taking place in London on 14 May. Nic Granger, NSTA Chief Information and Financial Officer, said: “This recognises some of the fantastic delivery of data driven products and services that the data, digital and PMO teams have delivered and efforts of all those involved in driving data principles through the DSG.” Find out more about the awards: https://lnkd.in/eDPpzuAC #data #GreatPlaceToWork #collaboration Data Literacy Academy Jamie Corless Andy Thompson David Lecore

Commenting on the report, Pauline Innes, NSTA Director of Supply Chain and Decommissioning, said: “The UK supply chain is vital in so many aspects of the North Sea industry and will be a fundamental part in the transition to net zero. “It’s one of the many reasons that we need industry to fulfil its decommissioning obligations – as well as boosting well intervention activity – and utilise the skills and the people that we have here in the supply chain. “Our Pathfinder tool is an excellent way of helping the supply chain target UKCS contract opportunities and supporting innovative technologies.” For more info on Pathfinder, click here: https://lnkd.in/e-Bdt_xY #supplychain #energytransition
OEUK Supply Chain Report 2025 👇 Launched at todays #oeuksharefair, this report provides an in-depth analysis of the UK’s offshore energy supply chain, highlighting key challenges and opportunities in supporting the energy transition. It examines the economic and policy landscape, investment trends, and the sector’s role in delivering secure, homegrown energy while transitioning towards net zero. Key findings include that over 200,000 skilled jobs are supported by the sector, yet 40% of supply chain companies report a declining business environment, with almost 90% looking for growth opportunities outside the UK. The report also explores strategic priorities such as improving procurement practices, fostering investment confidence, and expanding capabilities in offshore wind, carbon capture and storage (CCS), and hydrogen. The UK’s energy transition is in “safe hands” thanks to the innovation, expertise and resilience of the offshore supply chain, NSTA director Pauline Innes said during her keynote speech at #OEUKShareFair this morning. Pauline acknowledged that suppliers are facing challenges, with low levels of activity in oil and gas, including well decommissioning and well intervention. But she said real energy transition opportunities are within touching distance, in particular for CCS and offshore wind, and backed the service sector to grasp those. “We’re building an intricate bridge across the gap, and we’ve all got a role to play. But in an industry rich with engineers, we’re in safe hands,” she said. Attendees were urged to make the most of Share Fair, which gives supply chain companies a chance to hear directly from major developers about upcoming contracting opportunities for oil and gas, decommissioning, carbon capture and storage, offshore wind, hydrogen and geothermal projects. On Thursday it was NSTA Director of New Ventures Andrew Brooks C.Eng, F.I.Chem.E time to take to the stage at #CERAWeek, to discuss the role of energy policy in sparking innovation. Andy discussed the role of the NSTA in linking up government, industry and academic institutions on key issues such as upstream emissions reduction and energy integration. He said the NSTA’s blend of staff, covering private and industry sector background and public sector experience, enabled that link up and understanding between different institutions. The other panellists also highlighted the importance of stability and durability in government policy to allow technology companies to invest and innovate, and government not being too prescriptive in ‘picking winners’. Thanks again to the CERAWeek team and Roman Kramarchuk, April Salas and Derek Walker for a fascinating discussion.

How do you get CCS projects approved and permitted around the world? This was the topic of a #CERAWeek panel our chief executive Stuart Payne CBE spoke on today. With the recently approved Northern Endurance Project as a successful UK case study, Stuart highlighted the importance of stability, clarity and co-ordination in government policy in the process. Stuart highlighted getting first of a kind projects over the line was always hard, but the UK’s robust regulatory framework was designed to give confidence in the longevity of carbon storage. Securing public support also requires showing the economic upside – and NEP will see billions of pounds of investment flow into the UK supply chain to develop the project, supported in part by the NSTA’s Energy Pathfinder tool and SCAP process. Stuart reiterated the UK’s huge potential for CCS – with up to 78GT of storage potential in the UK continental shelf – and NEP’s approval provided real momentum to realising this opportunity. Thank you to the CERAWeek team and fellow panellists (Frederik Majkut, SLB, Mike Fowler, Mitsubishi, Paola Perez Peña, S&P) for an excellent discussion.
